Holcombe Vice President Vice President - Power Supply Southern California Edison Company San Diego Gas & Electric Company 2244 Walnut Grove Avenue 101.Ash Street Post Office box 800 Post Office Box 1831 Rosemead, California 91770 San Diego, California 92112 Gentlemen:

Subject:

Request for Comments on 2.206 Petition by Laguna Beach In a letter dated May 27, 1986, Ms. Martha Collison, Mayor of the City of Laguna Beach, California, filed a petition on behalf of the City of Laguna Beach requesting that the Nuclear Regulatory Commission expand the approximately ten-mile radius Emergency Planning Zone for the San Onofre Nuclear Generating Station to include the cities of South Laguna and Laguna Beach. The petition is being considered pursuant to 10 CFR 2.206 of the Commission's regulations.

A copy of the NRC response to Ms. Collison including the notice filed for publication with the Office of the Federal Register was provided to you on July 15, 1986. A copy of the petition is enclosed with this letter for your information.

The petition expressed concerns about the lack of emergency planning for Laguna Beach, the topography of the South Orange County coastline as it relates to the transportation network, and the effect on the residents of Laguna Beach as residents to the south drive through the city as part of an evacution procedure.

The purpose of this letter is to request that you provide any comments you may have regarding the concerns raised by the City of Laguna Beach in the petition.

We also request that you provide any information which might be available to you concerning the level of preparedness provided for the cities of South Laguna and Laguna Beach in the existing emergency plans for Orange County and the State of California, and the adaptability of these plans to support response activities beyond the current EPZ boundaries if it would ever be necessary to expand the response base for San Onofre.

Because the petition involves matters related to offsite emergency planning, we have also requested the assistance of the Federal Emergency Management Agency in responding to the Laguna Beach petition.

9 gEnclosure If R May 27, 1986 Director of Nuclear Reactor Regulation United States Nuclear Regulatory Commission Washington, D.C. 20555 Under Section 2.206 of the Commission's Rules of Practice, the City of Laguna Beach hereby requests that additional emergency plans be adopted for the San Onofre Nuclear Generating Station.

The City of Laguna Beach is located approximately 15 miles north of the nuclear plant at San Onofre.

The topography of the South Orange County coastline, particularly as it relates to the transportation network, makes it imperative that the ten mile radius for emergency planning purposes be expanded to include South Laguna and Laguna Beach.

Specifically, we are requesting that the Nuclear Regulatory Commission extend the ten mile radius of the emergency planning zone to include Laguna Beach and to require the Southern California Edison Company to provide funding for warning equipment and for evacuation planning and practice drills.

It is not practical to expect Laguna Beach residents to remain in their comnity as residents of con muities slightly south of Laguna Beach drive through the city as part of an evacuation procedure.

Given the recent circimstances in the Soviet Union, it is clear that your Comission should reconsider many of the emergency planning efforts in the United States to ensure that communities are adequately protected in the event of an unforeseen catastrophe.

The reopening of the planning zone issue for the San Onofre plant is certainly rea sonable in order to ensure the safety of residents in South Orange County.

Please advise me of the steps you will be taking to consider reopening this issue.
