May 27, 1986 Director of Nuclear Reactor Regulation United States Nuclear Regulatory Commission Washington, D.C. 20555 Under Section 2.206 of the Commission's Rules of Practice, the City of Laguna Beach hereby requests that additional emergency plans be adopted for the San Onofre Nuclear Generating Station.

The City of Laguna Beach is located approximately 15 miles north of the nuclear plant at San Onofre. The topography of the South Orange County coastline, particularly as it relates to the transportation network, makes it imperative that the ten mile radius for emergency planning purposes be expanded to include South Laguna and Laguna Beach. Specifically, we are requesting that the Nuclear Regulatory Commission extend the ten mile radius of the emergency planning zone to include Laguna Beach and to require the Southern California Edison Company to provide funding for warning equipment and for evacuation planning and practice drills. It is not practical to expect Laguna Beach residents to remain in their community as residents of com munities slightly south of Laguna Beach drive through the city as part of an evacuation procedure.

Given the recent circumstances in the Soviet Union, it is clear that your Commission should reconsider many of the emergency planning efforts in the United States to ensure that communities are adequately protected in the event of an unforeseen catastrophe. The reopening of the planning zone issue for the San Onofre plant is certainly rea sonable in order to ensure the safety of residents in South Orange County.

Please advise me of the steps you will be taking to consider reopening this issue.
