SOUTHERN CALIFORNIA EDISON COMPANY SCavanaugh (San Onofre Nuclear Generating Station, Unit No. 1)

By letter dated November 16, 1981, in response to your letter of July 10, 1981, I informed you that this office determined not to issue an order sus pending or revoking License No. DPR-13, which authorizes Southern California Edison Company to operate San Onofre Nuclear Generating Station, Unit No. 1.

My-letter enclosed "Director's Decision Under 10 CFR Section 2.206" and it also enclosed the Decision under 10 CFR 2.206 pertaining to petitions filed by California residents which also requested that the Nuclear Regulatory Commission suspend or revoke the operating license for San Onofre Unit 1.

The Decision pertaining to petitions filed by California residents included an interim NRC staff report regarding the seismic capability of San Onofre Nuclear Generating Station, Unit 1.

After additional evaluation by the NRC staff and the licensee, the licensee informed the staff by letter dated June 15, 1982, that the licensee would extend its current outage pending completion of necessary modifications to upgrade the seismic capability of the facility. Because of the importance of this commitment to public health and safety the enclosed confirmatory order has been issued, which requires that San Onofre Unit I be maintained in the shutdown condition until modificationsd7scirbed in Southern California Edison's submittal dated-June 15, 1982 as supplemented by letter dated June 24, 1982,are completed and NRC approval is obtained for restart.

Because of the importance of this commitment to public health and safety the enclosed confirmatory order has been issued, which requires that San Onofre Unit 1 be maintained in the shutdown condition until modifications are completed and approved by the NRC staff to upgrade the facility to 0.67g Housner Spectra ground motion as described in Southern California Edison's submittal dated June 15, 1982 as supplemented by letter dated June 24, 1982. At the completion of our review and prior to startup the NRC staff will issue a report on the seismic capability of San Onofre Unit 1. A copy of this report will be forwarded to you when it is completed.
