Dear Mr. Nader:
RE: SOUTHERN CALIFORNIA EDISON COMPANY AND SAN DIEGO GAS AND ELECTRIC COMPANY (San Onofre Nuclear Generating Station, Unit No. 1)
Your July 10, 1981 letter to the NRC requested that operation of San Onofre Unit 1 be suspended until the staff initiated a license review of the facility.
Your request, which was treated as a petition under 10 CFR 2.206, identified a number of issues related to safe operation of the plant, including its seismic design capability. By letter dated November 16, 1981, I informed you that this office had decided not to issue an order suspending or revoking License No.
DPR-13, which authorizes operation of San Onofre Nuclear Generating Station, Unit No. 1. My letter enclosed "Director's Decision Under 10 CFR Section 2.206" prepared in response to your letter, and also enclosed a related decision under 10 CFR 2.206 pertaining to petitions filed by California residents which also requested that the operating license for San Onofre Unit 1 be suspended or revoked. The decision pertaining to the petitions filed by California residents included an interim NRC staff report regarding the seismic capability of San Onofre Nuclear Generating Station, Unit 1. In that decision, I concluded that continued operation of the plant was acceptable until further seismic analyses were completed and submitted to the NRC and any necessary modifications resulting from such analyses were completed in a timely manner. I also indicated that staff review of the seismic design issue was continuing.
Subsequent to the denial, the licensees continued to analyze the facility and "4A submit the results to the NRC staff for review. At a meeting with the NRC staff
.orr on May 3, 1982, the licensees presented additional results of their seismic reevaluation of plant equipment and piping. These results showed unexpectedly WO high stress values for certain safety equipment, piping and their supports.
NO These high stress values caused the NRC staff to raise a concern as to whether the original licensing basis for San Onofre Unit I was satisfied. This concern In was the subject of a meeting between the licensees and the NRC staff on May 20, 000 11982. Representatives-of both petitioners were invited to attend this meeting ro.and were present during the discussions. At the end of the meeting, the NRC C
staff concluded that the licensees needed to provide further information that O
demonstrated that the facility met its licensed design basis before the plant ao would be permitted to restart from the current outage.

Mr. Ralph Nader August 11, 1982 By letter dated June 15, 1982, as supplemented by letter dated June 24, 1982, the licensees stated that they intended to complete the analyses and make modifications.to the facility to meet a more conservative 0.67g Housner Spectra ground motion, rather than to demonstrate that the facility meets its original 0.5g Housner Spectra design basis. The licensees committed to extend the pre sent outage until the modifications are completed to upgrade San Onofre Unit No. 1 to the 0.67g Housner Spectra ground motion.- Because of the importance of this commitment to public health and safety, the enclosed confirmatory order has been issued by the NRC, which requires that San Onofre Unit 1 be maintained in a shutdown condition until modifications described in the licensees submittals of June 15 and June 24, 1982 are completed and NRC approval is obtained for restart.
