STATUS OF GENERIC LETTER 88-14, INSTRUMENT AIR SUPPLY SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT, SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NOS. 2 AND 3 (TAC NOS. 71714 AND 71715)

By letter dated October 30, 1989, you responded to our August 8, 1988 Generic Letter 88-14, "Instrument Air Supply System Problems Affecting Safety-Related Equipment."

We have reviewed your response and concluded that it adequately addresses the points stated in Generic Letter 88-14.

We concur in your assessment that you should verify that leakage from the check valves used to isolate the safety-related nitrogen backup system from the instrument air system is within acceptable limits, and should be included in the SONGS 2/3 ASME Section XI Test Program. Therefore, your commitment to install the isolation valves and test connections necessary to conduct this testing during the Unit 2 and Unit 3 Cycle 5 refueling outages is acceptable.

We expect that a prompt notification in writing will be made as soon as the modifications have been completed.

We will conduct post implementation audit inspections to verify the adequacy of your efforts in performing the requested instrument air system design/operational verification and subsequent modifications. Therefore, the licensing activities on the above TAC numbers are considered closed.
