DENIAL OF AMENDMENT REQUEST PCN-302 FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NOS. 2 AND 3 (TAC NOS. 75500 AND 75501)
By letter dated November 2, 1989, you submitted an amendment request to revise the applicable Technical Specifications for Facility Operating License Nos.
NPF-10 and NPF-15. Specifically, the proposed amendment would revise Note (2) of Table 4.3-1, "Reactor Protective Instrumentation Surveillance Requirements."
The proposed amendment request was designated by you as PCN-302.
The proposed change would have revised the requirement to calibrate the linear power level and the Core Protection Calculator (CPC) power indications to a calorimetric power measurement. After careful review, the NRC staff has concluded that your request cannot be approved as submitted. The staff con cluded that the amendment request should be rejected for the following reasons:
This change has been requested by two CE digital plants (SONGS 2/3 and Waterford) to date. If this is to be proposed as a generic change for CPC plants, it should be initiated generically as a part of the ongoing improved Technical Specification effort.
Although the proposed change may cause the CPC's to have more conservative settings than presently required, the staff does not think it is good operating practice to have no limit on the amount by which the CPC power indications could exceed calorimetric power.
Safe operation dictates a more precise knowledge of true operating conditions at any given time.
If the proposed change were implemented, the plant would trip on, or before,.the time it trips with current procedures. In view of the current trend.toward eliminating spurious plant trips, this does not appear to be an acceptable proposal. One should provide assurance that spurious plant trips would not occur.
