REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 1, 2 AND 3 (CAW 89-023 AND CAW 89-029) (TAC NOS. 68308, 68309 AND 71853)

By letters dated February 17 and March 10, 1989, Southern California Edison Company submitted eToTTowing documents and requested that they be withheld from public disclosure pursuant to 10 CFR 2.790:

1. "Engineering Evaluation of the SONGS 1 Thermal Shield Supports,"

WCAP-12148, February 1989.

2. "San Onofre Units 2 and 3 Fuel Rack Seismic Analysis Methods and Parameters," WNEP-8901, Rev. 1, February 1989.

Your affidavits forwarded with the documents stated that the submitted inform ation should be considered exempt from mandatory public disclosure for the following reasons:

1. The information contained in the documents is owned and has been held in confidence by Westinghouse.
2. The information consists of test data or other similar data concerning a process, method or component, the application of which results in a competitive advantage to Westinghouse.
3. Public disclosure of the information would likely cause substantial harm to the competitive position of Westinghouse due to, among other reasons, the considerable time and cost involved in developing the information.

We have reviewed your applications and the material based on the requirements and criteria of 10 CFR 2.790 and, on the basis of the affidavits, have deter mined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.

Mr. R. July 26, 1989 Therefore, WCAP-12148 and WNEP-8901, Rev. 1, both marked as proprietary, will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.

If the need arises, we may send copies of this information to our consultants working in these areas.

We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should change in the future, such that the information could then be made available for public inspection, you should promptly notify the NRC.

You should also understand that the NRC may have cause to review this determination in the future, such as, if the scope of a Freedom of Information Act request includes your information. In all review situations, if the NRC makes a determination adverse to the above, you will be notified in advance of any public disclosure.
