UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SOUTHERN CALIFORNIA EDISON COMPANY SAN-DIEGO GAS AND ELECTRIC COMPANY THE CITY OF RIVERSIDE, CALIFORNIA THE CITY OF ANAHEIM, CALIFORNIA DOCKET NOS. 50-361 AND 50-362 SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NOS. 2 AND 3 INTRODUCTION Southern California Edison Company, et al. (the licensee) was informed in a letter dated June 29, 1988, that there were open issues relating to the Fire Protection Program at San Onofre Nuclear Generating Station, Unit Nos. 2 and 3.

By letters dated August 25, 1988, November 21, 1988, June 2, 1989 and revisions 4 and 5 of the Updated Fire Hazards Analysis, the licensee provided additional information on these issues and other aspects of the Fire Protection Program.

Science Applications International Corporation (SAIC), under contract to the U.

S. Nuclear Regulatory Commission, has submitted a Technical Evaluation Report (SAIC-89/1141) which evaluated the adequacy of the licensee's responses.

DISCUSSION A complete discussion is included in the attached Technical Evaluation Report (SAIC-89/1141) prepared by SAIC.

CONCLUSION The Technical Evaluation Report concludes that the licensee has provided acceptable responses to the open issues relating to the Fire Protections Program at San Onofre Nuclear Generating Station, Unit Nos. 2 and 3.

The staff endorses the findings contained in the contractor's report and concludes that the licensee has provided an acceptable response to the fire protection issues. Therefore, compensatory fire watch patrols which have been
