SAFETY EVALUATION REPORT FOR LICENSE CONDITIONS 2.C(12) FOR SAN ONOFRE UNIT 2 AND 2.C(10) FOR SAN ONOFRE UNIT 3 License Conditions 2.C(12) for San Onofre Nuclear Generating Station (SONGS)

Unit 2 and 2.C(10) for SONGS Unit 3 required you to submit an evaluation of control system failures caused by high energy line break (HELB), and by failures of any power sources, sensors, or sensor impulse lines which provide power to two or more control systems. You provided this evaluation and additional information requested by the NRC in a number of letters since March 31, 1983.

By letter dated August 7, 1986 we transmitted to you our Safety Evaluation which concluded that the consequences of control system failures caused by power sources, sensors, and sensor impulse lines are bounded by the existing FSAR analyses. The Safety Evaluation resolved that portion of the two license conditions. However, the August 7, 1986 Safety Evaluation also found that you used less conservative assumptions in your HELB analyses than those used in the FSAR analyses. By letter dated February 20, 1987 you provided additional information relating to the HELB analyses.

We have completed our review of your February 20, 1987 submittal and have concluded that the original control system/HELB interactions are bounded by the FSAR analyses and that no further evaluation is required. Therefore, License Conditions 2.C(12) for SONGS Unit 2 and 2.C(10) for SONGS Unit 3 have been satisfied.
