REGION V WAIVER OF COMPLIANCE WITH SAN ONOFRE UNIT 2 TECHNICAL SPECIFICATIONS (TS)'3.9.8.1 and 3.9.8.2 In discussions between the Southern California Edison (SCE) staff and the NRC on October 10, 1991, and as described in your letter dated October 9, 1991, you requested a temporary waiver of compliance from TS 3.9.8.1 and 3.9.8.2 in order to perform full flow surveillance testing of the Low Pressure Safety Injection (LPSI) pump.suction.header check valves without having to offload the reactor core to the spent fuel.pool. To ensure that no significant hazard will occur, your letter of October 9, 1991 stated that:
The refueling water storage tank boron concentration will be maintained greater than or equal to the reactor coolant system boron concentration.
The period during which shutdown cooling flow will be secured will be minimized.
Containment penetrations with direct access to the outside atmosphere will be closed.
o The reactor coolant system temperature will be maintained below 1200 F.
During a subsequent telephone discussion with you and your staff on October 10, 1991, you further stated that:
o Shutdown cooling flow would not be secured during any one period, for greater than 30 minutes.
0 Water level would not be lowered to less than 18 feet 9 inches above the reactor vessel flange.
