SUMMARY
OF THE SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR BYRON NUCLEAR STATION, UNITS 1 AND 2 (TAC NOS. MF1834 AND MF1835)
On September 17-19, 2013, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC) staff and contractors from Argonne National Laboratory (ANL) participated in a site audit at Byron Nuclear Station (Byron), Units 1 and 2, in Byron, Illinois, related to the environmental review of the Byron license renewal application. The primary goal of the site visit was to review documentation and gather information to ensure that the environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (1 0 CFR Part 51) were met, in accordance with the issued audit plan (Agency Wide Agencywide Documents Access and Management System (ADAMS) Accession No. ML13231A060). The enclosure is a list of representatives from NRC, ANL, and personnel from Exelon Generating Company, LLC (Exelon), and its contractors who participated in the site audit.
The audit began on September 17, 2013, with an entrance meeting to introduce participants and to discuss logistics of the audit. Following the entrance meeting, the environmental review team participated in a general site tour and discussion of Byron with Exelon staff, and its contractors.
The general site tour provided an overview and orientation of the site areas relevant to the environmental review.
During the remainder of the site audit, the environmental review team examined data used by Exelon in preparation of the environmental report and met in smaller groups with Exelon representatives to address the staff specific audit needs identified in the audit plan. These groups participated in various activities, including documentation review, area focused facility surveys and tours, and interviews with cognizant personnel. Specific tours were conducted for waste management, water resource-service water, water resource-groundwater, aquatic resources, and metrological, air, and noise resource.
In addition, the team reviewed the Byron process for identifying new and significant information (information that would challenge the generic conclusions reached in the "Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS),"
NUREG-1437). The staff will document its independent evaluation in the plant specific supplement to the GElS.
At the conclusion of the site audit, the environmental review team summarized the status of the review with Exelon representatives during the exit meeting. Most of the team's questions identified in the audit plan or during the audit were answered through the conduct of the audit.
Those that were not, will be answered by Exelon, as it responds to a request for additional information (RAI) letter to be issued subsequently. The RAI letter will also contain documents requested by the team during the site audit. These documents will be made publicly available in the NRC's ADAMS at http://www.nrc.gov/reading-rm/adams.html. While the NRC review team did not identify any significant environmental issues during its site audit or during the meetings with other participants, the team indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process, during the course of the review.
