To improve the efficiency of the NRC reviews, the industry and the NRC staff discussed the use of an online reference portal that would allow the NRC staff and contractors limited read-only access to the basis documents and other materials cited in the responses to NRC Order EA-12-049. The online reference portal would allow the NRC staff to audit basis documents that support the information in the submittal. Documents necessary to support the NRC Safety Evaluation of the submittal will be identified by the staff and the licensees will be formally requested to submit those documents on the NRC docket.
The NRC issued letters (References 1 and 2) to Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy (hereafter "NSPM"), requesting the online
Document Control Desk Page 2 reference portals be set up and populated to support review of the responses for the Prairie Island Nuclear Generating Plant (PINGP) and the Monticello Nuclear Generating Plant (MNGP). The NRC staff requested written confirmation that NSPM agrees with the terms and condition set forth in the Reference 1 and 2 letters.
The purpose of this letter is to confirm that NSPM agrees to the terms and conditions in the NRC letter. Specifically, NSPM agrees to provide an online reference portal with the following conditions placed on the portal:
The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis; The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and Conditions of use of the online reference portal will be displayed on the log-in screen and will require concurrence by each user.
The above conditions will be maintained through the duration of the PINGP and the MNGP NRC Order EA-12-049 response reviews.
