Commitment Summary Report The purpose of this letter is to provide the Sequoyah Nuclear Plant (SQN), Units 1 and 2, Commitment Summary Report for July 1,2011 through June 30, 2013. This report which summarizes docketed commitments the Tennessee Valley Authority (TVA) has evaluated and revised using administrative controls during this time period, is provided in accordance with the Nuclear Energy Institute's "Guidelines for Managing NRC Commitment Changes," as endorsed in Nuclear Regulatory Commission Regulatory Issue Summary 2000-17.

REPORT An evaluation of each of the below listed commitments was performed in accordance with NEI 99-04. The evaluation determined that each of the items is no longer a commitment based on the provided justification. Because these commitments were initiated as a result of a response to a Bulletin; response to an information request under 10 CFR 50.54(f); or basis for a safety decision in a safety evaluation report, they have been tabulated in the commitment summary report for Nuclear Regulatory Commission (NRC) notification.

In conjunction with each 10 year Inservice Inspection Program interval, the SQN program will be revised to perform a visual inspection of 100 percent of the reactor vessel external head surface.

Decommit In TVA letter dated February 27, 2003, "Response to Issuance of Order Establishing Interim Inspection Requirements for Reactor Pressure Vessel (RPV) Heads at Pressurized Water Reactors (PWRs) For Sequoyah Nuclear Plant (SQN) Units 1 and 2; and Watts Bar Nuclear Plant (WBN) Unit 1," TVA informed NRC that commitments made in the letter dated April 2, 2002, "Reactor Pressure Vessel Head Degradation and Reactor Coolant Pressure Boundary Integrity," providing the 15-day responses for SQN and WBN (two letters) to NRC Bulletin (BL) 2002-01, were superseded by acceptance of Order EA-03-009.

Furthermore, rulemaking, RIN 3150-AH76, issued in Federal Register Volume 73, No. 176, September 10, 2008, rendered this commitment no longer in effect. Subsequent to the rulemaking, external reactor vessel head inspection is to be conducted in accordance with 10 CFR 50.55a(g)(6)(ii)(D), which references E-3

1. Future inspections of pressurizer butt welds at SQN Units 1 and 2 and WBN Unit 1 will be performed in accordance with industry guidance (MRP-1 39).

The results of future inspection or mitigations of pressurizer Alloy 600/82/182 butt weld locations will be reported to the NRC within 60 days of startup from the outage during which they were performed.

Decommit By TVA letter dated February 27, 2007, "Sequoyah Nuclear Plant (SQN) Unit 1 - Commitment Letter Regarding Inspection and Mitigation of Alloy 600/82/182 Pressurizer Butt Welds," the Unit 1 commitments in the letter dated January 31, 2007, "Sequoyah Nuclear Plant (SQN) Units 1 and 2 and Watts Bar Nuclear Plant (WBN) Unit 1 - Inspection and Mitigation of Alloy 600/82/182 Pressurizer Butt Welds," were superseded by commitments to implement temporary enhanced reactor coolant system leakage monitoring until all Alloy 600/82/182 butt weld locations on the pressurizer have been mitigated.

Furthermore, rulemaking, RIN 3150-AI35, issued in Federal Register Volume 76, No. 119, June 21, 2011, rendered these commitments no longer in effect. Subsequent to the rulemaking, examination requirements for Class 1 piping and nozzle dissimilar-metal butt weld inspections are to be in accordance with 10 CFR 50.55a(g)(6)(ii)(F),

which references ASME Code Case N-770-1.
