Nine Mile Point, Unit 2, Request to Utilize an Alternative to the Requirements of 10 CFR 50.55a(g) for Implementation of a Risk-Informed, Safety-Based Inservice Inspection Program Based on ASME Code Case N-716 (TAC No. ME9876).
By letter dated October 25, 2012, Nine Mile Point Nuclear Station, LLC submitted Relief Request RR2ISI-011 for Nine Mile Point Nuclear Station, Unit No. 2 to Utilize an Alternative to the Requirements of 10 CFR 50.55a(g) for Implementation of a Risk-Informed, Safety-Based Inservice Inspection Program Based on ASME Code Case N-716.
The Nuclear Regulatory Commission (NRC) staff has reviewed the information provided in that letter and has determined that additional information is needed to complete its review. The NRC staffs request for additional information (RAI) is provided below.

REQUEST FOR ADDITIONAL INFORMATION RELIEF REQUEST 2ISI-011 NINE MILE POINT NUCLEAR STATION UNIT 2 NINE MILE POINT NUCLEAR STATION, LLC DOCKET NUMBER 50-410 By letter dated October 25, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML12306A088), Nine Mile Point Nuclear Station, LLC (NMPNS) submitted for staff review and approval Relief Request 2ISI-011, which requests approval of a Risk Informed Inservice Inspection (RI-ISI) program for use during the second and third inspection periods of the third ten-year ISI interval. The program is a risk-informed, safety-based program (RIS_B) based on American society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (B&PV Code) Code Case N-716, Alternative Piping Classification and Examination,Section XI, Division
- 1. To complete its review, the staff requests the following additional information:
- 1.
The October 25, 2012 submittal states, the ISI examinations for the first inspection period of the third ten-year interval were performed in accordance with your RI-ISI program based on Code Case N-578. The submission also states that the proposed RI-ISI program based on N-716 will be used to perform the remaining ISI exams for the second and third inspection periods. Please provide details of how the requirements of IWB-2412 will be met with regard to the percentage of exams performed in each period.

On page 7 of the Attachment to the October 25, 2012 submittal there is a table which provides a summary of the number of welds and the welds selected for examination. Please clarify what the number shown under the column Class 3 and Non-class Welds represents. All other columns appear to represent total welds whereas this column appears to show only HSS welds.
- 3.
Please provide a Table similar to Table 5.1 of the October 25, 2012 submittal that compares the selections of the current RI-ISI program with the selections of the proposed RIS_B program.
- 4.
Of the welds not selected for future examinations in the RIS_B program, have previous examinations of any of these welds identified service induced degradation? If so, what was the degradation mechanism and what was done to mitigate the degradation?
- 5.
The October 25, 2012 submittal states, the RIS_B Program is a living program monitored periodically for changes, where this monitoring includes numerous facets. Please confirm that vendor issued communications such as General Electric (GE)-Hitachi Safety Communications are included as part of the reviews done for the living program aspects of the program.
- 6.
The October 25, 2012 submittal states that, welds identified as Category A (resistant material) in accordance with the augmented program for intergranular stress corrosion cracking (IGSCC) have been subsumed into the RI-ISI program. With respect to these Category A welds please identify the following for welds not selected for future examinations:
- a.
The base material and weld rod used for these welds and any structural weld overlays used on these welds.
- b.
Identify if any of these welds were mitigated exclusively using hydrogen water chemistry or noble metal chemical addition.
- c.
Identify any of these welds which are susceptible to other degradation mechanisms other than IGSCC.
- d.
Identify if these welds are categorized as dead leg welds.
- e.
Identify any of these welds that are part of a branch connection.

Please contact me, ASAP, to schedule a tele-conference between the licensee and the NRC staff to ensure that the licensee clearly understands the RAIs and also, to obtain a firm commitment from the licensee for the Responses to these RAIs.
