SEABROOK STATION, UNIT NO.1 - CORRECTION TO ISSUANCE OF AMENDMENT 137 REGARDING THE ADMINISTRATIVE CHANGES AND CORRECTIONS TO THE TECHNICAL SPECIFICATIONS (TAC NO. MF1033)

Dear Mr. Walsh:

On June 17, 2013 (Agencywide Documents Access and Management System Accession No. ML13074A760), the Nuclear Regulatory Commission issued Amendment No. 137 to Facility Operating License No. NPF-86 for the Seabrook Station, Unit No.1. This amendment consisted of changes to the Technical Specifications (TSs) in response to your application dated March 1, 2013. The amendment deleted the TS Index and made corrections to Seabrook TS 3.4.8, "Reactor Coolant System Specific Activity," and TS 6.8.1.6.a, "Core Operating Limits Report."

The staff made an administrative error on TS 6.8.1.6.a.1 on page 6-16 of the amendment, as an arrow symbol was used instead of the delta symbol. This symbol is being corrected.

ADMINISTRATIVE CONTROLS CORE OPERATING LIMITS REPORT 6.8.1.6.a Core operating limits shall be established and documented in the CORE OPERATING LIMITS REPORT prior to each reload cycle, or prior to any remaining portion of a reload cycle, for the following:

1. Cycle dependent Overpower 11. T and Overtemperature 11.T trip setpoint parameters and function modifiers for operation with skewed axial power profiles for Table 2.2-1 of Specification 2.2.1.
2. Cycle dependent maximum allowable combination of thermal power, pressurizer pressure and the highest operating loop average temperature (T avg) for Specifications 2.1.1 and 2.1.2.
3. SHUTDOWN MARGIN and minimum boron concentration limits for MODES 1, 2, 3, and 4 for Specification 3.1.1.1.
4. SHUTDOWN MARGIN and minimum boron concentration limits for MODE 5 for Specification 3.1.1.2.
5. Moderator Temperature Coefficient BOL and EOL limits, and 300 ppm*

surveillance limit for Specification 3.1.1.3.

6. The minimum boron concentration for Modes 4,5, and 6 for Specification 3.1.2.7.
7. Shutdown Rod Insertion limitfor Specification 3.1.3.5.
8. Control Rod Bank I nsertion limits for Specification 3.1.3.6. '
9. AXIAL FLUX DIFFERENCE limits for Specification 3.2.1
10. Heat Flux Hot Channel Factor, F~P and K(Z) for Specification 3.2.2.
11. Nuclear Enthalpy Rise Hot Channel Factor, and F~TP for Specification 3.2.3.
12. Cycle dependent DNB-related parameters for reactor coolant system average temperature (Tavg) , and pressurizer pressure for Specification 3.2.5.
