KEWAUNEE POWER STATION REQUEST FOR APPROVAL OF SHIFT MANAGER / CERTIFIED FUEL HANDLER TRAINING PROGRAM Dominion Energy Kewaunee, Inc. (DEK) hereby requests approval of the Kewaunee Power Station (KPS) Shift Manager/Certified Fuel Handler Training Program. DEK has submitted a certification of permanent cessation of power operations and a certification of permanent removal of fuel from the reactor vessel for KPS in accordance with 10 CFR 50.82(a)(1)(i) and 50.82(a)(1)(ii), respectively (References 1 and 2). Therefore, in accordance with 10 CFR 50.82(a)(2), the 10 CFR 50 license no longer authorizes operation of the reactor or emplacement or retention of fuel into the reactor vessel. As a result, licensed reactor operators are no longer required to support plant operating activities. Instead, approval of the KPS Shift Manager/Certified Fuel Handler Training Program is needed to facilitate activities associated with decommissioning and irradiated fuel management as documented in DEK's Post-Shutdown Decommissioning Activities Report (Reference 3) and Updated Irradiated Fuel Management Plan (Reference 4).

The proposed KPS Shift Manager/Certified Fuel Handler Training Program is provided as an enclosure to this letter. This program is similar to the Millstone Unit 1 Certified Fuel Handler Training Program which was approved by an NRC letter dated February 11, 1999 (Reference 5). DEK requests approval of the KPS Shift Manager/Certified Fuel Handler Training Program by November 4, 2013.

The KPS Shift Manager/Certified Fuel Handler Training Program ensures that the qualifications of Shift Managers and Certified Fuel Handlers are commensurate with the tasks to be performed and the plant conditions requiring response. 10 CFR 50.120, "Training and qualification of nuclear power plant personnel," requires training programs to be derived using a systems approach to training (SAT) as defined in 10 CFR 55.4.

The requirements of 10 CFR 50.120 apply to holders of operating licenses issued under Part 50. Even though the DEK license no longer authorizes operation of KPS, the enclosed Shift Manager/Certified Fuel Handler training program nonetheless aligns with the requirements of 10 CFR 50.120. The five key elements of the program are: (1) analysis of job performance requirements and training needs, (2) derivation of learning objectives based on the preceding analysis, (3) design and implementation of the training program based upon learning objectives, (4) trainee evaluation, and (5) program evaluation and revision.

Serial No.13-278 Certified Fuel Handler Training Program Page 2 of 3 The Shift Manager/Certified Fuel Handler Training Program provides adequate assurance that appropriate SAT based training of personnel who will perform Shift Manager and Certified Fuel Handler duties is conducted to ensure the facility is maintained in a safe and stable condition. Changes to the program may be made without prior NRC approval provided the program continues to comply with ANSI N18.1-1971, "Selection and Training of Nuclear Power Plant Personnel," consistent with level of hazard at the facility, and provided the program continues to ensure the facility is maintained in a safe and stable condition.

By letter dated May 29, 2013 (Reference 6), DEK submitted a license amendment request (LAR) that would revise the KPS Facility Operating License and Technical Specifications to reflect permanent cessation of power operations. One of the proposed changes in this LAR is replacement of the reference to the minimum control room shift crew composition of 10 CFR 50.54(m), which is contained in KPS TS 5.2.2, "Unit Staff,"

with a reference to Certified Fuel Handlers. Additionally, that LAR proposes a revision of KPS TS 5.3.2 to require that an NRC approved training program for Certified Fuel Handlers be maintained. KPS TS 1.1, "Definitions," is also being proposed for revision to define the term "Certified Fuel Handler" as an individual who complies with provisions of the Certified Fuel Handler Training Program, consistent with the proposed revision to TS 5.3.2.

1. PURPOSE 1.1 The purpose of the Shift Manager (SM)/ Certified Fuel Handler (CFH) Training Program Guide is to establish the requirements for initial and continuing training of the Shift Managers/ Certified Fuel Handlers.

1.2 Initial training ensures that entry-level personnel attain the required knowledge and skills to perform the duties of the Shift Manager/ Certified Fuel Handler.

1.3 Continuing training ensures that incumbents maintain and improve job performance, and develop a broader scope and depth of job-related knowledge and skills.

1.4 The program is designed to train the Shift Manager to provide a mix of technical and managerial skills necessary to safely and efficiently direct the operations of the Kewaunee Spent Fuel Pool and its support systems in normal, abnormal, and emergency situations. The Shift Manager/CFH has a unique responsibility for Spent Fuel Pool safety, the protection of plant personnel and equipment on a day-to-day basis.

1.4.1 This program develops the individual's ability to analyze and resolve operating issues with effective supervisory and communication skills.

1.4.2 The program prepares the Shift Manager for managing resources and coordinating the actions of technical disciplines during SAFSTOR operations in a manner that is consistent with site management philosophy.

1.4.3 This program satisfies all requirements for the Certified Fuel Handler Training Program (also referred to as the CFH).

2. APPLICABILITY 2.1 Program applies to individuals selected as a Shift Manager and Certified Fuel Handler for SAFSTOR.
3. REFERENCES 3.1 ANSI N18.1-1971, Selection and Training of Nuclear Power Plant Personnel.

3.2 NRC Order EA-02-026, dated February 25, 2002.

4. DEFINITIONS 4.1 Certified Fuel Handler (CFH) - Personnel who are qualified and responsible for the monitoring, storage, handling, and cooling of nuclear fuel in a manner consistent with ensuring the health and safety of the public.

4.2 Departmental Training Coordinator - One or more persons, selected by each individual department's manager, to perform training activities for that department.

4.3 Job Performance Measure (JPM) - A training/evaluation instrument that outlines the prerequisite training along with the critical knowledge and skills a trainee must master in order to be qualified to perform a task independently. The JPM documentation is prepared at the task level and developed to measure an employee's performance of a task during training, on the job or for task qualification. A JPM can also be in the form of an OJT/TPE Guide, Laboratory Evaluation, or Task Completion Guide. JPMs may also be used where no qualification is to be granted (e.g., annual performance tests).

4.4 All other definitions are contained in TR-KW-1 01, Conduct of Training.

5. RESPONSIBILITIES 5.1 Responsibilities for training programs are listed in TR-KW-1 01, Conduct of Training.
6. INSTRUCTIONS 6.1 Eligibility Requirements (Prerequisites) 6.1.1 Entry level educational and training requirements are as follows:
a. A high school diploma or equivalent 6.1.2 Entry level experience requirements are as follows:
a. An individual who held a Senior Reactor Operator (SRO) License at KPS at the time of defueling; OR
b. An individual that was previously qualified as KPS Shift Manager or Unit Supervisor; OR
c. An individual that holds, or has held, an SRO License or SRO Certification at a commercial nuclear power plant. (BWR or PWR); OR
d. An individual qualified as Plant Operator (upgrade to SM/CFH); OR
e. An individual with supervisory experience at a commercial nuclear power plant.

(BWR or PWR).

6.1.3 Candidate Physical Examination

a. All candidates shall pass a medical examination by a physician to determine that the candidate's medical condition is not such as might cause operational errors that could endanger other in-plant personnel or the public health and safety.
1) The scope of the examination will be determined by the KPS Plant Manager and the Medical Review Officer.
b. If a candidate's licensed-operator and respirator physicals are current, a separate initial physical is not required.
1) However, the candidate will be required to maintain the physical examination current during the qualification process.
c. The medical examination should be completed as part of the candidate hiring process, but it shall be completed prior to final qualification as SM/ CFH.

6.2 Prerequisite Training 6.2.1 The Shift Manager candidate shall complete, or be exempted from all or portions of, the Plant Operator (PO) Training Program.

a. The Operations Manager may grant the exemptions based on candidate previous education and experience.

6.3 Initial Training 6.3.1 Refer to Attachment A for specific initial training requirements.

6.3.2 Initial Training consists of four phases:

a. Required Reading Phase
b. Fundamentals Training Phase
c. On-the-Job Training Phase
d. Qualification Phase (see 6.3.7, below)

Completion of all phases of qualification is documented in the candidate's Shift Manager/ Certified Fuel Handler Qualification Manual 6.3.3 Qualification will be granted upon completion of the following:

a. Shift Manager Qualification - which encompasses:
1) Supervisory duties and responsibilities for the operation of the Spent Fuel Pool and its support systems.
2) Emergency Director (CR) duties and responsibilities
b. Certified Fuel Handler Qualification - which encompasses:
1) Shift Manager Qualification
2) CFH duties and responsibilities for the monitoring, storage, handling, and cooling of nuclear fuel.

6.3.4 Required Reading Phase

a. The candidate will read the materials listed in Attachment A, Training and Qualification - Initial Training, Required Reading Course SM-01.

All, or portions, of the Fundamentals and On-the-Job phases may be exempted based on prior training and/ or experience. (see the Exemptions from Training section) 6.3.5 Fundamentals Training Phase

a. The Fundamentals Training Phase consists of lecture and/or self-study of topics appropriate to the monitoring, storage, handling, and cooling of nuclear fuel and operation and monitoring of the Spent Fuel Pool support systems.
b. Selection of topics is based on a job analysis for the SM/ CFH functions and listed in Attachment A, Training and Qualification - Initial Training, Fundamentals Training Courses SM-02, SM-03, and SM-04.
c. Depending on an analysis of the candidate's background, guided self-study may be the instructional method of choice for up to 100% of the course material.
d. A comprehensive written examination shall be administered after the fundamentals phase.
1) The written examination is developed and controlled in accordance with TR-KW-101, Conduct of Training.
e. Completion of the Fundamentals Training Phase is documented in the candidate's qualification manual.

6.3.6 On-the-Job Training Phase

a. The on-the-job training phase includes:
1) Under-instruction watchstanding with the qualified, on-shift, Shift Manager.

a) Each candidate shall complete a minimum of 5 full shifts of on-shift time under the instruction of the Shift Manager.

b) Each shift shall encompass both ongoing and off-going turnover and the SM/CFH Duties during the shift.

I For personnel selected to qualify as Shift Manager only, courses SM-01 through SM-04, SM-06, and SM-07 shall be completed.

For an individual to be qualified Certified Fuel Handler, they shall complete all courses for the Shift Manager and course CFH-08.

Selection of the qualification level for each candidate is made by the Operations Manager, designated on the individual's Qualification Manual, and reflected on the Operations Qualification Matrix.

2) Job Performance Measures (JPMs) and Mentoring sessions of the Shift Manager/ Certified Fuel Handler Tasks.

a) The JPMs and Mentoring Guides are listed in Attachment A, Training and Qualification - Initial Training, On-the-Job Training Courses SM-06, SM-07, and CFH-08.

b) Each JPM will be scored on a pass/fail basis.

c) The candidate must pass 100 percent of the JPMs and Mentoring Guides administered to successfully pass the performance evaluation.

b. Completion of the On-the-Job Training Phase is documented in the candidate's qualification manual.

6.3.7 Qualification Phase

a. Upon completion of the Required Reading, Fundamentals Training, and On-the-Job Training phases, the Departmental Training Coordinator shall complete the Qualification Requirements Checklist in the candidate's Qualification Manual.
b. Upon completion of the Qualification Requirements Checklist, the Operations Manager, or designee, shall administer an oral board to the Shift Manager/CFH candidate. Completion of the board will be documented in the candidate's qualification manual.
c. Upon completion of all program requirements, the Plant Manager shall make the final determination of qualification.
d. If the candidate is deemed qualified, then the Plant Manager shall document this in the candidate's qualification manual.
e. The completion of the candidate's final qualification will be documented on the appropriate qualification matrix. (SM/CFH)
f. The completed candidate's qualification manual, and any supporting documentation, shall be forwarded to Records Management for filing and records retention.

6.4 Continuing/ Refresher Training 6.4.1 Continuing training program consists of lecture and/or self-study of topics appropriate to the monitoring, storage, handling, and cooling of nuclear fuel, and the monitoring and operation of the Spent Fuel Pool support systems.

6.4.2 Continuing training may include Just-In-Time Training (JITT) on topics identified by the Operations Manager.

a. The JITT may be in any combination of required reading, training briefs, self-study, lecture, or JPM.

6.4.3 The Operations Manager or Departmental Training Coordinator shall determine the specific content of the continuing training program and maintain that content on a periodic training schedule.

Page 6 of 23 6.4.4 Per NRC Order NRC Order EA-02-026, dated February 25, 2002, the Operations Manager shall specifically determine the continuing training needs and frequency for Catastrophic Event knowledge and performance topics.

6.5 Maintenance of Qualification 6.5.1 In order to maintain qualification as a Shift Manager/CFH, each individual shall complete the following:

a. Complete the required Continuing Training Program items.
1) Any missed material or examinations shall be made up within 90 days of the training.

NOTE:

LAttachment C contains the sample areas for evaluation of the SM/CFH biennial written examination and annual performance evaluation.

b. Pass a biennial written examination.

c. Pass an annual performance evaluation, consisting of five Job Performance Measures (JPMs) of SM/CFH tasks.
1) The tasks will be determined by the Operations Manager or Departmental Training Coordinator.
d. Pass a periodic medical examination of the same type as for initial qualification.
1) A respirator examination is required on an annual basis.
2) The frequency of any other required physical examinations will be determined by the KPS Operations Manager and the Medical Review Officer.
e. Stand the SM/CFH watch for a minimum of one full shift per calendar quarter.

6.5.2 Failure to maintain qualified status

a. An individual who fails to meet any of the requirements for maintaining SM/CFH qualifications shall be removed from all duties associated with that position until such time as the discrepancies can be resolved.
1) The Operations Manager shall be notified by the Departmental Training Coordinator of the individual's removal, and subsequent status.
2) A Watchstander Temporary Restriction Form (Attachment B) shall be completed.
b. A SM/CFH who fails to meet the quarterly on-shift time requirement can regain qualified status by serving one full shift's watch under the instruction of a qualified SM.
1) The time under instruction should include a review of operations in progress and planned, shift turnover procedures, and any JITT issued.
c. A SM/CFH that fails the periodic medical examination can regain qualified status, when released from medical restriction, as noted on the Watchstander Temporary Restriction Form.

6.6 Standards 6.6.1 All written examinations (Initial and Continuing) must receive a score of 80% or greater to pass the examination 6.6.2 During initial training, each individual JPM must receive a score of PASS to be completed successfully.

Page 7 of 23 6.6.3 For Continuing Training, the operating examination, consisting of 5 JPMs is considered successfully passed if 4 of the 5 JPMs are rated as passed.

6.7 Exemptions 6.7.1 Exemptions, granted for equivalent training or demonstrated job knowledge or performance, shall be completed in accordance with the appropriate sections of TR-KW-101, Conduct of Training.

6.7.2 Any Initial and Continuing Training requirements may be exempted by the Operations Manager, with the exception of the medical examination, except as allowed in 6.1.3.b, above.

6.8 Remediation 6.8.1 Remediation shall be completed in accordance with the appropriate sections of TR-KW-101, Conduct of Training, for any failed written examination or JPM.

7. RECORDS 7.1 The approved Shift Manager/ Certified Fuel Handler Training Program Guide, Qualification Manual, Task Completion Guides, and Mentoring Guides shall be sent to Records Management for retention/ storage.

7.2 Other Training and qualification records shall be collected and maintained in accordance with applicable procedures.

Page 23 of 23 Attachment C Evaluation Areas for SM/CFH Biennial Written Examination and Annual Performance Evaluation The written examination should include a sample of the following aspects of the SM/CFH position:

1. Design, function, and operation of systems used in the storage, cooling, and monitoring of nuclear fuel.
2. Purpose and operation of the radiation monitoring systems.
3. Radiological safety principles and procedures including radiation hazards that may arise during normal, maintenance, and abnormal activities.
4. Principles of heat transfer, thermodynamics, and fluid mechanics as they apply to fuel storage, cooling, and monitoring.
5. Conditions and limitations of facility license, including content, basis and importance of Technical Specifications.
6. Assessment of facility condition and selection of appropriate procedures during normal, abnormal and emergency situations.

The performance evaluation will consist of the evaluation of five (5) and should include a sample of the following aspects of the SM/CFH position:

1. Evaluate annunciators; valve, pump, and breaker status indicators; and instrument readings as necessary to determine/perform appropriate remedial actions.
2. Evaluate the ability to manipulate the controls required to obtain desired operating results during normal, abnormal, and emergency conditions. This includes the spent fuel pool cooling system and those auxiliary and emergency systems that could affect the release of radioactive material to the environment.
3. Evaluate radiation monitoring system readings, including alarm conditions, to determine appropriate actions. Such actions may include setting an alarm setpoint to monitor a release or determine appropriate remedial actions for an alarm condition.
4. Evaluate abnormal or emergency conditions to determine if the emergency plan for the facility should be implemented and, if implemented, evaluate performance of duties as required by the emergency plan.
