MCGUIRE NUCLEAR STATION, UNITS 1 AND 2 - CORRECTION LETTER TO ISSUANCE OF AMENDMENT NOS. 269 AND 249, REGARDING MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE (TAC NOS. ME8213 AND ME8214)

Dear Mr. Capps:

By letter dated May 16,2013, the U.S. Nuclear Regulatory Commission has issued the Amendment No. 269 to Renewed Facility Operating License NPF-9 and Amendment No. 249 to Renewed Facility Operating License NPF-17 for the McGuire Nuclear Station, Units 1 and 2 (McGuire 1 and 2). The amendments consist of changes to the Technical Specifications (TSs) in response to your application dated March 5, 2012, as supplemented by letters dated May 29,2012, June 21,2012, July 6,2012, July 16, 2012, August 15, 2012, September 27,2012, November 1, 2012, January 2,2013, and March 7,2013. The amendments revise the TSs to implement a measurement uncertainty recapture power uprate at McGuire 1 and 2.

Due to an inadvertent error, "Amendment Number" was omitted from the first column of license page B-3 of Appendix B for both NPF-9 and NPF-17 of the Renewed Operating License.

Enclose please find the corrected page B-3 for both NPF-9 and NPF-17.

APPENDIX B ADDITIONAL CONDITIONS FACILITY OPERATING LICENSE NO. NPF-9 Duke Energy Carolinas, LLC comply with the following conditions on the schedules noted below:

Amendment Additional Implementation Number Conditions Date The Licensee shall perform an analysis, in the form See Condition 269 of either a topical report or site-specific analysis, describing how the current P-T limit curves at 34 Effective Full Power Years (EFPY) for McGuire Unit 1 and the methodology used to develop these curves considered all Reactor Vessel (RV) materials (beltline and non-beltline) and the lowest service temperature of all ferritic Reactor Coolant Pressure Boundary (RCPS) materials, as applicable.

consistent with the requirements of 10 CFR Part 50, Appendix G. This analysis shall be provided to the NRC within one year after NRC approval of the March 5,2012 McGuire Measurement Uncertainty Recapture (MUR) License Amendment Request.

McGuire Nuclear Station switchyard voltages See Condition 269 required (so as not to impact the degraded voltage relay settings), corresponding to Unit 1 post-MUR uprate conditions, will be evaluated prior to implementation of MUR on Unit 1. However, if at the time of this evaluation, Unit 1 is not capable of realizing the expected maximum post-MUR uprate MWt power level and/or Unit 1 is not capable of generating the expected maximum post-MUR uprate MWe, then an additional evaluation will be performed when Unit 1 has these capabilities. If this additional evaluation is necessary, any changes in the switchyard voltages required (so as not to impact the degraded voltage relay settings), corresponding to conditions associated with the additional Unit 1 MWt capability and/or the additional Unit 1 MWe capability. will be evaluated prior to raising Unit 1 reactor core full steady state power to the expected maximum post-MUR uprate MWt power level and/or prior to Unit 1 generating the expected maximum i
