Letter from TVA to NRC, "Watts Bar Nuclear Plant (WBN) Unit 1 - Application to Modify Technical Specification 4.3.1, 'Criticality' (WBN-TS-12-03)," dated November 20, 2012 (ML12333A242)

In the referenced letter, Tennessee Valley Authority (TVA) submitted a request to amend Facility Operating License No. NPF-90 for Watts Bar Nuclear Plant (WBN) Unit 1. The referenced letter requested approval to make a change to the WBN Unit 1 Technical Specification (TS) 4.3.1. 1.d to clarify the distinction between TS 4.3.1. 1.d and TS 4.3.1. 1.e.2 requirements for storage of new and spent fuel assemblies in the spent fuel racks.

As discussed with the Nuclear Regulatory Commission (NRC) Project Manager on March 1, 2013, and considering comments received from the NRC, TVA has elected to withdraw the amendment request submitted in the referenced letter, pending completion of review of this portion of the WBN Unit 2 TSs. The spent fuel pool is shared by both WBN units, and the requirements must be consistent.
