REQUALIFICATION PROGRAM AND TI-186 INSPECTIONS

Dear Mr. Weber:

In a telephone conversation on January 4, 2013, Mr. R. K. Walton, Operator Licensing Branch, and Ms. K. Henderson, Regulatory Affairs, made arrangements for the U.S. Nuclear Regulatory Commission (NRC) to complete an inspection of the licensed operator requalification program, using Inspection Procedure 71111.11B, and to conduct an inspection using Temporary Instruction (TI)-186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats, at the Donald C. Cook Nuclear Power Plant. These inspections are planned for the week of February 25, 2013, which coincides with your regularly scheduled requalification examination cycle. The NRC inspectors will require a shift manager-qualified individual for a table top scenario to allow inspection of TI-186 attributes. The staff at your facility should prepare and conduct the requalification examinations in accordance with your NRC-approved requalification program.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 55.59(c), the NRC may request facility licensees to submit their biennial comprehensive requalification written examinations or annual operating tests as necessary to support the NRC's inspection program needs. In order for the NRC to adequately prepare for this inspection, please furnish the operating tests (scenarios only) scheduled for the week of the inspection to the NRC by February 19, 2013. Ms. K. Henderson has been advised of this request and provided with the name and address of the NRC lead inspector assigned to this inspection.

This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office of Management and Budget, approval number 3150-0018. The public reporting burden for this collection of information is estimated to average four hours per response, including the time for reviewing instructions, gathering and maintaining the data needed, and completing and reviewing the collection of information.
