SALEM AND HOPE CREEK NUCLEAR GENERATING STATIONS -
ASSESSMENT FOLLOW-UP LETTER FOR SECURITY
Dear Mr. Joyce:
As a result of its continuous review of plant performance on October 12, 2012, the NRC updated its performance assessment for Salem Unit 1 and Unit 2 and Hope Creek (Salem and Hope Creek). The NRCs evaluation consisted of a review of performance indicators and inspection results for both sites. This letter informs you of the results of the NRCs assessment of your facilities. It supplements, but does not supersede, the mid-cycle letters for Salem and Hope Creek that were issued on September 4, 2012 (ML12248A040 and ML12248A042)1.
On March 20, 2012, the NRC forwarded a letter that stated the final significance determination for one or more greater-than-green inspection findings in the Security Cornerstone that were originally documented in Inspection Report 05000272/2012201, 05000311/2012201 dated December 19, 2011 (ML120670582)1. After reviewing Salem and Hope Creek performance in addressing these Security cornerstone inputs, the NRC concluded your actions met the objectives of the Inspection Procedure 95002, Supplemental Inspection for One Degraded Cornerstone or any Three White Inputs in a Strategic Performance Area. The results of that inspection, completed on August 31, 2012, are documented in Inspection Report 05000272/2012404, 05000311/2012404 and 05000354/2012404, dated October 12, 2012 (ML12289A074)1. Therefore, in accordance with the guidance in Inspection Manual Chapter (IMC) 0305, Operating Reactor Assessment Program, the one or more greater-than-green inspection findings in the Security Cornerstone will only be considered in assessing plant performance for a total of four quarters. As a result, the NRC determined PSEG performance at Salem and Hope Creek to be in the Licensee Response Column of the ROP Action Matrix as of October 1, 2012.
In accordance with 10 CFR 2.390 of the NRC=s ARules of Practice,@ a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the 1 Designation in parenthesis refers to an ADAMS accession number. Documents referenced in this letter are publicly available using the accession number in ADAMS.
