STATUS OF 90-DAY RESPONSE TO REQUEST FOR INFORMATION REGARDING RECOMMENDATION 9.3 OF THE NEAR-TERM TASK FORCE RELATED TO THE FUKUSHIMA DAI-ICHI NUCLEAR POWER PLANT ACCIDENT By letter dated March 12, 2012 (Agencywide Documents Access and Management System Accession No. ML12053A340), the U.S. Nuclear Regulatory Commission (NRC) issued a Request for Information (RFI) pursuant to Section 50.54, paragraph (f) of Title 10 of the Code of Federal Regulations (10 CFR), regarding Recommendations 2.1 (seismic and flooding evaluations), 2.3 (seismic and flooding walkdowns), and 9.3 (emergency preparedness communication and staffing) of the Near Term Task Force review of insights from the Fukushima Dai-ichi accident. With respect to Recommendation 9.3, Enclosure 5 to the NRC's letter requested licensees to assess their means to power communications equipment onsite and offsite during a prolonged station blackout event and to perform a staffillg study to determine the staff required to fill all necessary positions in response to a multi-unit event. The licensees responded to the NRC by letters dated no later than June 11, 2012.
The RFI required responses pursuant to the provisions of 10 CFR 50.54(f) including communication item 2, and staffing items 3, 4, and 5. Item 2 of the communication enclosure pertains to interim actions to power supplies. Items 3, 4, and 5 of the staffing enclosure pertain to notification methods for augmented staff, methods of access to the site, and interim actions prior to the completion of the staffing assessment. The responses to the remaining items to be submitted are expected to be consistent with the schedule provided in the 60-day response letters which were received by the NRC May 11, 2012.
The NRC staff acknowledges that the licensee provided the information requested in the RFI regarding the 90-day response for Recommendation 9.3 for communication item 2, and staffing items 3, 4, and 5, within the time requested. The NRC has reviewed the responses by the licensee for adequacy and has no additional questions.
