OF APRIL 5,2012, MEETING WITH EXELON RE:

AMENDMENT REQUEST TO IMPLEMENT AN EXTENDED P (TAC NOS. ME7879 AND ME7880)

PROPOSED OWER UPRA TE On April 5, 2012, a Category 1 public meeting was held between members of the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company. LLC (Exelon) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Exelon's proposal to submit a license amendment request (LAR) to implement an extended power uprate (EPU) at Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3.

The proposed license amendment would increase the power to 112.5% of the current licensed power level for both units. This was the third PBAPS EPU pre-submittal meeting between Exelon and the NRC staff. The previous meetings were held on June 14, 2011, and December 7, 2011. Meeting summaries for these meetings are available in the NRC's Agencywide Documents Access and Management System (ADAMS) under Accession Nos.

The Exelon presentation closely followed the material in their slides (ADAMS Accession No. ML120900634). The following major topics were discussed: (1) status of the EPU submittal; (2) level of detail and information to be provided in the submittal regarding piping and pipe support modifications; (3) power ascension testing plan and associated evaluations; (4) plans and technical approach associated with replacement of the steam dryer at each unit; and (5) plans for future pre-submittal meetings.

Exelon is currently forecasting submittal of the proposed EPU in September 2012. The NRC staff indicated that acceptance of the EPU for review could potentially be impacted depending on the progress of the review of the licensee's November 3, 2011, LAR regarding use of neutron absorbing inserts in the PBAPS, Units 2 and 3 spent fuel pool storage racks (ADAMS Accession No. ML113081441).

The NRC staff also noted that Exelon's planned future submittal of a PBAPS LAR regarding relocation of the Technical Specification (TS) pressure-temperature (P-T) limits to a licensee controlled document could impact the EPU acceptance review if the two amendments were considered to be linked (Le., approval of one LAR is contingent upon the approval of another LAR currently under review). The NRC staff suggested that the licensee review the guidance regarding linked amendments in NRC Office of Nuclear Reactor Regulation (NRR) Office Instruction L1C-109, "Acceptance Review Procedures" (ADAMS Accession No. ML091810088).

The NRC staff noted that a similar P-T limit change was being evaluated as part of the EPU for Grand Gulf rather than as a separate LAR.

- 2 With respect to the power ascension testing plan, the !\\IRC staff questioned whether the plan called for hold points to allow time for NRC staff review of power ascension data. Exelon indicated that hold pOints were not specifically addressed as part of the current plan. The NRC staff indicated that the last few boiling-water reactor EPUs contained license conditions associated with power ascension testing and included hold points for NRC review of data. The NRC staff stated that the need for license conditions and hold points would be addressed as part of the EPU review (i.e., this is not an acceptance review issue).

Exelon stated that it had decided to replace the current steam dryers to support the planned EPUs at PBAPS, Units 2 and 3 and LaSalle, Units 1 and 2. Exelon will classify the PBAPS Unit 2 steam dryer as a "prototype" per NRC Regulatory Guide (RG) 1.20. The steam dryers at PBAPS Unit 3 and LaSalle, Units 1 and 2 will be classified as "non-prototype, Category I" per the RG. The NRC staff noted that the licensee would need to justify that the geometry and operating conditions for the steam dryers are substantially similar. The PBAPS Unit 2 steam dryer would be the only one of the four steam dryers to be instrumented.

Exelon proposed that the next pre-submittal meeting be held in July 2012. It was agreed that the scope of the meeting will include a discussion of the proposed TS changes. It was also decided that the containment accident pressure issue had been adequately discussed in prior pre-submittal meetings and did not need to be discussed during the next meeting.

Exelon proposed that a final pre-submittal be held after the July 2012 meeting but shortly before submittal of the application. The NRC staff noted that it may be more beneficial to hold a meeting shortly after the application is submitted and after the NRC staff technical reviewers are assigned. Exelon indicated that holding a meeting after submittal may be a better approach.

No final decision was reached regarding the timeframe for this proposed meeting.
