I Detailed Description of the Proposed Licensing Action:
Pursuant to 10 CFR 50.90, this proposed amendment would increase each unit's licensed core power level from 3546 megawatts thermal (MWt) to 3988 MWt and revise, as required, technical specifications to support operations at the increased core thermal power level in accordance with the Constant Pressure Power Uprate licensing Topical Report (CL TR) NEDC-33004P-A.
Planned Submittal Date: Third Quarter 2012 Requested Approval Date & Basis:
First Quarter 2014 to support Unit 2 implementation during the First Quarter 2015 refueling outage and Unit 1 implementation during the First Quarter 2016 refueling outage.
Other:
This amendment fulfills the information requirements of RS-001, "Review Standard for Extended Power Uprates" Revision 0, dated December 2003. Exelon has evaluated all non-EPU licensing actions for impact on the EPU amendment request and have determined that there are no impacts.
Preliminary Bases for the Proposed Licensing Action:
Technical: The technical analyses providing the basis for the proposed amendment as prescribed by RS-001 are being performed. These analyses are being completed in accordance with the codes and methodologies described in the approved CL TR. The results of these technical analyses will be contained in of the proposed amendment.
Safety: A comprehensive review of accident analyses, component and system analyses, and radiological dose consequences as prescribed by RS-001 is in progress. These analyses are being performed in accordance with the approved CL TR. The generic assessment provided in the CL TR will be confirmed in the LaSalle amendment request. The results of these evaluations will be contained in Attachment 5 of the proposed amendment.
Security: This proposed amendment does not change or impact the current LaSalle Security Plan.
No Significant Hazards Consideration: Exelon will perform a No Significant Hazards Consideration analysis in accordance with 10 CFR 50.91 (a)( 1) upon completion of all technical evaluations and safety analyses recommended in the guidance of RS-001. Based on initial reviews, it is expected that the proposed change will not involve a Significant increase in the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any accident previously evaluated, or involve a significant reductions in a margin of safety. The results of the No Significant Hazards ConSideration evaluation will be provided in Attachment 1 to the proposed amendment request.
Environmental: Exelon will complete an Environmental Assessment in support of the proposed amendment request in accordance with the approved CL TR. The generic input to this assessment provided in the CL TR will be verified to be applicable to LaSalle as part of the assessment performed. The LaSalle specific assessment will reference all the applicable generic input. The environmental assessment will be contained in Attachment 8 of the proposed amendment.

r Technical Issue AP Loads:
The purpose of this proposed licensing action is to identify for NRC's review and approval a methodology change in the calculation of AP loads in LaSalle EPU LAR.
Annulus Pressurization (AP) loads will be calculated using a methodology and approach that differs from the Analysis of Record (AOR). LaSalle's current AOR for AP loads mass and energy (M&E) release and pressure time history calculations is based on the hand calculation methodology contained in GEH document NEDO-24548, Annulus Pressurization Load Adequacy Evaluation, and RELAP-04 computer code. Exelon is proposing to perform the EPU break M&E release and pressurization calculations for the annulus pressurization analysis using the GEH TRACG methodology.

Grand Gulf performed the EPU break M&E release calculations and annulus pressurization analysis using the TRACG methodology.
Application of this methodology is consistent with the application of thermal-hydraulic codes such as RELAP for the evaluation of M&E release. TRACG predicts more realistic M&E release for off-rated reactor conditions as compared to the current NEDO 24548. LaSalle is submitting a similar methodology change to Grand Gulf to address M&E release and pressurization calculations.
RAls #32 Nine Mile Point 2 (NMP2)(ML101120658)
The RAI requested NMP2 to address SC09-01. GE Hitachi Nuclear Energy (GEH) issued Safety Communication SC 09-01 to address an error in their methodology that developed Annulus Pressurization (AP) loads and lists NMP2 as one of the affected plants. LaSalle will address the SC09-01 concerns as EPU evaluations are performed.
Additionally, LaSalle is incorporating the SC09-01 recommendation that a more realistic TRACG based mass and energy release analysis methodology be used for the annulus pressurization loads evaluation.

Grand Gulfs response dated March 31, 2011, stated that Safety Communication SC 09-01 identified the need to accurately estimate the frequency content of the annulus pressurization response in order to ensure that the downstream loads analyses are conservative. Grand Gulf determined that simple hand calculation methods for M&E release, similar to the AOR, might artificially shift pressure response frequencies away from the harmonic frequencies of structures, piping and components and result in non-conservative load calculations. The use of TRACG for the M&E release rate analysis is consistent with the application of other detailed thermal-hydraulic analysis codes.
TRACG is a more realistic M&E release rate profile that minimizes potential pressure response frequency shifts that could potentially impact downstream dynamic load analyses. LaSalle's EPU use of TRACG for M&E release and pressurization calculations is similar to Grand Gulf LAR.

This RAI stated that NMP2 does not need to credit containment accident pressure (CAP) to assure adequate NPSH to the ECCs pumps. However, based on Commission direction in SRM SECY 11-0014 (ML102110167), the staff will be applying new guidance on NPSH margin to EPU reviews, including NMP2, to determine whether use of CAP would be necessary if uncertainties are included in the calculations. Provide the basis for the required NPSH of the ECCS pumps at NMP2, including flow rates assumed, and a comparison with the flow rate for the LOCA peak cladding temperature (PCT) analyses. Also, provide the pump head drop value used in the NPSH analyses (3% or other). We also need to refer to the 21% uncertainty we intend to use.
