Previously, the Licensing Board indicated that it was likely to conduct an initial prehearing conference to provide the participants with an opportunity to present oral argument regarding any disputes over the standing of petitioner Missouri Coalition for the Environment (MCE) or the admissibility of its three proffered contentions and solicited information from the participants regarding their availability for such a session. See Licensing Board Memorandum and Order (Initial Prehearing Order) (May 4, 2012) at 5-6 (unpublished); Licensing Board Memorandum and Order (Additional Request Regarding Prehearing Conference Date) (May 7, 2012) at 1-2 (unpublished). Based on the May 7 and 9, 2012 joint responses of applicant Union Electric Company, the NRC staff, and MCE, see Joint Report on Availability for Prehearing Conference (May 7, 2012); Additional Joint Report on Availability for Prehearing Conference (May 9, 2012), any initial prehearing conference for this proceeding is scheduled as follows:

William Woods University Fulton, Missouri 65251 The Board anticipates this session can be completed in one day and in a subsequent issuance will provide the participants with additional administrative information concerning the conference, including oral argument time allocations.

With regard to the opportunity for members of the public to present limited appearance statements in accord with 10 C.F.R. § 2.315(a), the Board does not intend to conduct oral limited appearance sessions at this juncture. Nonetheless, any person not a petitioner to this proceeding that wishes to make a statement regarding the issues in the proceeding can do so in writing. Limited appearance statements, which are placed in the docket for the hearing, provide members of the public with an opportunity to make the Board and/or the participants aware of their concerns about matters at issue in the proceeding.

A written limited appearance statement can be submitted at any time and should be sent to the Office of the Secretary using one of the methods prescribed below:
