SUMMARY
OF JUNE 14, 2011, MEETING WITH EXELON RE: PROPOSED AMENDMENT REQUEST TO IMPLEMENT AN EXTENDED POWER UPRA TE On June 14, 2011, a Category 1 public meeting was held between members of the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC (Exelon) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Exelon's proposal to submit a license amendment request to implement an extended power uprate (EPU) at Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3. The proposed license amendment would increase the power to 112.5% of the current licensed power for both units. Exelon representatives delivered a presentation describing the results of preliminary analyses and major plant modifications that will be required to support the proposed EPU. The presentation slides provided by Exelon are available in the NRC Agencywide Documents Access and Management System (ADAMS) under Accession No. ML111610558.
Discussions between the NRC staff and Exelon representatives regarding the presentation resulted in several comments related to the proposed submittal. The comments included a request that the submittal provide the emergency core cooling pump net positive suction head margin associated with the current licensing basis to aid in the comparison with the preliminary values shown on slide number 13 in the Exelon presentation. The NRC staff also noted that the reported preliminary margin values for some events are relatively low and may be a concern since the analysis values have no uncertainty allowance associated with them.
Exelon representatives noted that all of the design-basis events associated with alternate radiological source term evaluations will require re-analysis for the uprated power. The NRC staff responded that this aspect of the submittal alone can be a Significant increase to the required review time. The NRC staff also advised that an outstanding unresolved Item (URI) associated with the degradation of neutron absorbing panels in the PBAPS spent fuel pools (SFPs) may prevent the NRC staff from accepting the EPU license amendment request for review. The NRC staff requested that Exelon provide an explanation of the technical basis for crediting containment accident pressure for non-Ioss-of coolant accident design-basis events referenced on Exelon presentation slide number 13. The licensee provided information via e-mail on July 19, 2011, regarding this open item. The NRC staff identified that PBAPS calculation PM-1 013, "Minimum Containment Pressure Available,"
Revision 3, page 19A (ADAMS Accession No. ML003731417), addressed available containment pressure for a Station Blackout (SBO) event. The calculation states that an evaluation of available containment pressure is not required for the SBO event because the PBAPS torus water temperature remains below the temperature where containment overpressure credit pressure is required. Therefore, the information referenced by the licensee appears to contradict the assertion on Exelon presentation slide number 13, that PBAPS credits containment overpressure margin for SBO events. This item remains open pending further clarification from the licensee.
No regulatory decisions were made during the meeting. The meeting concluded with an open portion for public questions and comment. There were two members of the public in attendance at the meeting, as well as several public participants via teleconference. Representatives of the Pennsylvania Department of Environmental Protection also participated by teleconference. A list of the meeting attendees is provided in the Enclosure.
