By letter to the Nuclear Regulatory Commission (NRC) dated January 5, 2011 (Agencywide Documents Access and Management System Accession No. ML11130A111), as supplemented by letter dated September 22,2011 (ML11271A057), Carolina Power & Light Company, doing business as Progress Energy Carolinas, Inc., submitted information summarizing the results of the Steam Generator tube inspections performed at Shearon Harris Nuclear Power Plant Unit 1 during the fall 2010 Refueling Outage 16.

The NRC staff has completed its review of this report and concludes that the licensee provided the information required by the technical specifications and that no additional follow-up actions are required.

UNITED STATES NUCLEAR REGULATORY COMMISSION REVIEW OF 2010 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT SHEARON HARRIS NUCLEAR POWER PLANT UNIT 1 DOCKET NO. 50-400

1.0 INTRODUCTION

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated May 5,2011 (Agencywide Documents Access Management System Accession No. ML11130A111), as supplemented by letter dated September 22,2011 (ML11271A057), Carolina Power & Light Company, the licensee, doing business as Progress Energy Carolinas, Inc., submitted the results of their 2010 steam generator (SG) tube inspections performed during Refueling Outage (RO) 16 at Shearon Harris Nuclear Power Plant Unit 1 (HNP), in accordance with Technical Specification (TS) 6.9.1.7 "Steam Generator Tube Inspection Report. n

2.0 BACKGROUND

HNP has three Westinghouse (model Delta 75) SGs that were installed in 2001 during R010.

Each SG has 6307 thermally treated Alloy 690 tubes that have an outside diameter of 0.688 inches and a nominal wall thickness of 0.040 inches. The tubes were hydraulically expanded at each end for the full depth of the tubesheet. The tubes are supported by a number of stainless steel support plates that have trifoil shaped holes through which the tubes pass.

Below the support plates is a flow distribution baffle that has octafoil shaped holes. The tubes in Rows 1 through 17 (i.e., those with a bend radius less than 12-inches) received a supplemental thermal treatment (stress relieving) after bending.

3.0 EVALUATION The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (i.e., tube plugging, tube stabilization) taken in response to the inspection findings.

Based on the staffs review of the information submitted by the licensee, the NRC staff has the following observations/comments:

Following the performance of sludge lancing on the top of the tubesheet, a foreign object search and retrieval (FOSAR) exam was performed in each SG. A partial in-bundle inspection at the top of the tubesheet region was performed on every 5th tube column in SG C. A nonconductive foreign object was found by visual exam on the secondary side of SG A and the object was not removed. No degradation was noted on tubes in the area of the foreign object. Two tubes near the object were stabilized and plugged.

  • A visual and FOSAR exam of the steam drum and feed ring was performed in all three SGs. The direct visual inspection of the steam drum went to the mid deck level and included a remote visual inspection of the feedwater spray nozzles, auxiliary feedwater nozzle, inside view of the sludge collector, tube bundle, anti-vibration bars, and top support plate with trefoil holes. No foreign objects or anomalous conditions were found during this exam.
  • Bobbin coil inspection revealed a wear indication attributed to a foreign object on a tube in SG B. Upon scope expansion inspection with a rotating pancake coil, wear on two additional tubes was found. The foreign object was removed and the three tubes were plugged.
  • The licensee indicated that 14 new dents were detected (12 in SG A and 2 in SG B), and that this represents a marked decrease from the last inspections performed in 2006.

4.0 CONCLUSION

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by HNP TS 6.9.1.7. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
