Subject:

Acceptance of Diablo Canyon Request to Revise TS 3.3.5, "Loss of Power" DG Start Instrumentation and FSARU (ME7520-1)

Tom and Philippe, By letter dated October 24, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML113010200), Pacific Gas and Electric Company, (PG&E, the licensee) submitted a license amendment request to the U.S. Nuclear Regulatory Commission (NRC) requesting to revise Technical Specification (TS) 3.3.5 Loss of Power (LOP) Diesel Generator (DG) Start Instrumentation, revise Final Safety Analysis Report Update (FSARU)

Appendix 6.2D and Sections 6.3, 15.3, and 15.4, revise the loss-of-coolant accident (LOCA) control room operator and offsite dose analysis of record described in the FSARU, and provide a new process for revising input values to this analysis.

The purpose of this letter is to provide the results of the NRC staff's acceptance review of this license amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed license amendment request in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.

If you have any questions, please contact me at (301) 415-1524 or Alan Wang at (301) 415-1445.
