By letter L-2010-113 dated October 21, 2010 [Reference 1], Florida Power and Light Company (FPL) requested to amend Renewed Facility Operating Licenses DPR-31 and DPR-41 and revise the Turkey Point Units 3 and 4 Technical Specifications (TS). The proposed amendment will increase each unit's licensed core power level from 2300 megawatts thermal (MWt) to 2644 MWt and revise the Renewed Facility Operating Licenses and TS to support operation at this increased core thermal power level. This represents an approximate increase of 15% and is therefore considered an extended power uprate (EPU). Attachment 6 of Reference 1 included a list of regulatory commitments adopted by FPL pertaining to EPU implementation.

In discussions between FPL and the Nuclear Regulatory Commission (NRC) Electrical Engineering Branch (EEEB) staff on August 4, 2011, FPL agreed to accept an additional regulatory commitment to implement certain plant modifications prior to entering MODE 1 following implementation of the requested EPU to support operation of the electrical distribution system at the uprated power level. FPL's commitment to timely completion of the described modifications (included in Table 1.0-1 of Reference 1, Attachment 4) is documented in the accompanying attachment. The commitment does not include modifications already completed on the main step-up transformers (Item 40 on Table 1.0-1 of Reference 1, Attachment 4). No existing commitments are affected by this letter.

In accordance with 10 CFR 50.91(b)(1), a copy of this letter is being forwarded to the State Designee of Florida.

This submittal does not alter the significant hazards consideration or environmental assessment previously submitted by FPL letter L-2010-113 [Reference 1].

Regulatory Commitments FPL will implement the following plant modifications that are listed in Table 1.0-1 of of the EPU LAR [Reference 1] prior to MODE 1 operation at the uprated power level for the respective units:

" Item 36: Upgrade main generator, including rewinding stator, new rotor, current transformers, hydrogen coolers, and exciter air cooler (applies to each unit separately)

" Item 37: Iso-phase bus duct modifications (applies to Unit 3 only; Unit 4 modification was installed during refueling outage PT4-26)

" Item 41: Replace unit auxiliary transformers (applies to Unit 3 only; Unit 4 modification was installed during refueling outage PT4-26)

• Item 42: Switchyard modifications (single modification applies to both units)
