SUBJECT:

ARMED FORCES RADIOBIOLOGY RESEARCH INSTITUTE - APPROVAL OF REQUEST FOR AN EXTENSION, RE: RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION DATED JULY 19, 2010 (TAC NO. ME1587)

Dear Colonel Melanson:

The U. S. Nuclear Regulatory Commission (NRC) received your letter dated June 3, 2011 (Agencywide Document Access and Management System (ADAMS) Accession No. ML11165A016), requesting an extension to the time to respond to a request for additional information (RAI) from NRC in a letter dated July 19, 2010 (ADAMS Accession No. ML101870035). You requested an extension of 12 months after the fiscal year 2012 Federal budget is allocated in October 2011 to complete the responses to three RAIs which you indicate will require contracting outside technical assistance.

Your extension request was discussed in an August 5, 2011, telephone conference which included the Deputy Director, Division of Policy and Rulemaking (DPR) and the Branch Chief, DPR Research and Test Reactors Licensing Branch. This letter documents the granting of the extension request for responding to three RAIs, specifically for RAI 3, 5 and 6.

During the August 5, 2011, telephone conference you agreed to provide progress updates by electronic mail or telephone to the license renewal Project Manager, Walter Meyer, at least monthly and more often if news impacting the schedule is learned.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.30(b), you must execute your response in a signed original document under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4, Written Communications.

Information included in your response that is considered security, sensitive, or proprietary, that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding.

If you have any questions, please contact Walter Meyer at 301-415-0897 or by electronic mail at walter.meyer@nrc.gov.

Sincerely,

/RA/
