ARMED FORCES RADIOBIOLOGY RESEARCH INSTITUTE TRIGA RESEARCH REACTOR - APPROVAL OF REQUEST FOR AN EXTENSION, RE: RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION DATED JULY 19, 2010 (TAC NO. ME1587)

Dear Colonel Melanson:

The U. S. Nuclear Regulatory Commission (NRC) received your letter dated October 19, 2010, (Agencywide Document Access and Management System (ADAMS) Accession No. ML103070125), requesting an extension to the time to respond to a request for additional information (RAI) from NRC in a letter dated July 19, 2010, (ADAMS Accession No. ML101870035). You requested an extension to January 31, 2011, to complete the responses to five RAIs which you indicate will require additional time and resources. We reviewed your request and approve this extension request for responding to five RAIs, specifically RAI 4, 8, 9, 12 and 13.

You also provided additional explanation for the requested extension until December 31, 2011, to complete the responses to three RAIs which will require outside technical assistance. We have reviewed this request and approve this extension request for responding to three RAI, specifically for RAI 3, 5 and 6.

We understand you are seeking Department of Energy assistance to answer the three RAIs which require outside assistance and that this path may reduce the timeline of response for that set of RAIs. To allow NRC to plan the use of resources and maintain awareness of the progress and status of replying to our RAI, please provide monthly updates by electronic mail to the license renewal Project Manager, Walter Meyer, regarding the projected schedule for responding to the three RAIs that require outside technical assistance.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.30(b), you must execute your response in a signed original document under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4, Written Communications.

Information included in your response that is considered security, sensitive, or proprietary, that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding.
