Point Beach Nuclear Plant Perform Rod Exercise Test I will explain the initial conditions, which step(s) to simulate or discuss, and provide initiating cues. When you complete the task successfully, the objective for this job performance measure will be satisfied.

DURING THE JPM, ENSURE PROPER SAFETY PRECAUTIONS, FME, AND/OR RADIOLOGICAL CONCERNS AS APPLICABLE ARE FOLLOWED.

INITIAL CONDITIONS:

  • You are the Unit 1 CO.
  • Unit 1 is at 100% power, steady state Xenon.

INITIATING CUES:

  • The SRO has directed you to perform TS-5, Rod Exercise Test Unit 1. The Pre-job brief has been completed.
  • An AO is standing by in the Unit 1 Rod Drive MG Set Room to assist in the performance of the test.

NOTE: When providing Evaluator Cues to the examinee, care must be exercised to avoid prompting the examinee. Typically cues are only provided when the examinees actions warrant receiving the information (i.e., the examinee looks or asks for the indication).

IMPORTANT: Critical steps are marked with a Y below the performance step number. Failure to meet the standard for any critical step shall result in failure of this JPM, per FP-T-SAT-73, Licensed Operator Requalification Program Examinations.

-Bank Overlap Counter reading Standard: Examinee contacts Unit 1 Turbine Hall Operator and obtains the Bank Overlap Counter Reading.

Evaluator Note: Counter Reading is in the rod control cabinet in the Rod Drive MG set Room.

It is critical to record the correct reading.

Evaluator Cue: AO reports that the Bank Overlap Counter is reading 594.

Evaluator Note: The examinee should determine that the Control Bank position and Bank Overlap Counter do NOT agree. With Control Bank D at 220 steps, the Bank Overlap Counter should read 595.

  • OS1 has directed you, the Third License, to continue EOP-1.1 SI termination starting with Step 6.

d. Open emergency borate valve 1CV-350 Standard: Examinee attempts to open 1CV-350, valve is stuck shut.

Evaluator Cue: Acknowledge report to OS1 that 1CV-350 is not opening.

If PAB AO sent to look at either the valve or associated MOV breaker report back nothing appears abnormal.

If asked, PAB AO also reports unsuccessful attempt to declutch the motor and locally hand crank the MOV open.

Performance Step: 11 IF two or more control rods NOT fully inserted, THEN initiate emergency boration Critical Y as follows:

e. Borate 2800 gallons for each control rod, greater than one, not fully inserted. Use TLB-5, Boric Acid Storage Tanks, to determine BAST level change.

Standard: Examinee determines amount of acid required (2800 gallons).

Evaluator Note: The required amount of acid to satisfy the critical task is 2800 gallons for one control rod, greater than one, not fully inserted. This equates to a level drop of approximately 60%. Borating in excess of 2800 gallons does not constitute failure of the critical task.

f. IF emergency boration can NOT be established, THEN perform boration per OP-5B, Blender Operation/Dilution/Boration while continuing with this procedure.

Standard: Examinee obtains a copy of OP-5B and uses Attachment D to borate 2800 gallons of acid.

Evaluator Cue: If asked or requested, inform examinee the 4th license will continue with EOP 1.1 and they should continue with OP-5B to borate.

Cue examinee that Section 3.0 of OP-5B Attachment D has already been completed by the 4th license.

Performance: SATISFACTORY UNSATISFACTORY Comments:

Performance Step: 13 Estimate and set the Boric Acid quantity/rate on YIC-110A, Boric Acid Flow Critical Y Controller.

Standard: Set the YIC-110A to deliver boric acid.

Evaluator Note: The Boric Acid Totalizer can only be set for 999 gallons at a time.

The amount of flow for a single Boric Acid Transfer Pump is around 25 GPM. A second pump cannot be started to increase flow due to the loss of power from SI bus stripping.
