Dear Mr. Pacilio:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Byron Station.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Ms. Elizabeth Bogue, Training Director, Byron Station. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-I 021, Operator Licensing Examination Standards for Power Reactors, during the week of October 4, 2010.

The NRC staff will administer the operating tests during the weeks of September 27 and October 4,201 0. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-I021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-I 021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact your Chief Examiner, Mr. Michael Bielby, at 630-829-9762, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

BYRON STATION CONFIRMATION OF INITIAL LICENSE EXAMINATION

Dear Mr. Pardee:

In a telephone conversation on February 12,2010, between Mr. R. Peterson, Initial License Exam Lead, and Mr. M. Bielby, Chief Examiner, arrangements were made for the administration of licensing examinations at the Byron Station, Units 1 and 2, during the weeks of September 27 and October 4, 2010. In addition, the NRC will make an examination validation visit to your facility the week of September 6,2010.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by July 5, 2010. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by August 6,2010. Pursuant to Title IO, Section 55.40(b)(3), of the Code of Federal Regulations (IO CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

Dear Mr. Pardee:

In a letter dated August 13, 2009 (RS-09-log), your staff responded to Regulatory Issue Summary (RIS) 2009-1 I, and requested we schedule initial license operator examinations for the Exelon Nuclear Plants. In a separate letter dated March 19, 2009 (U-603882),

Clinton Power Station requested an examination be administered in October or November 201 0 that was not included in your RIS response letter. That examination has been added to your examination schedule. In a separate letter dated November 18, 2009 (U-603924),

Clinton Power Station requested we not schedule the examination requested in December 201 1 per your letter, but retain an August 201 1 examination scheduled from your response to the 2008 RIS for examination scheduling. In a separate letter dated January 6, 201 0 (Byron 2010-0003), Byron Station requested we change the dates of their examinations proposed for 201 1, 201 2, and 201 3 to other dates. We were unable to accommodate the April 2013 examination requested for Quad Cities Nuclear Power Station. It is currently listed as To Be Determined as we are currently negotiating a mutually acceptable examination date with Quad Cities training department personnel. This letter confirms scheduling of the requested examinations at the Region 111 Exelon power plants and incorporates the changes requested by Clinton Power Station and Byron Station. We have tentatively scheduled the requested examinations to occur as follows:

On-site validation of the examinations is tentatively scheduled to occur approximately three weeks before each scheduled examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you and the affected stations training department immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the proposed examinations unless we discover it is necessary for the NRC to develop an examination. If an examination anticipates greater than nine anticipated applicants for the examination, the examination is scheduled for two weeks.

Otherwise, the examination is scheduled for one week. Please inform us if the number of candidates declines below ten for any examination as this will impact the examination schedule.

Please inform us at your earliest opportunity if you discover a need to change any of the dates of the scheduled examinations.

A supplementary letter will be sent to each station's training department director approximately 120 days prior to the initial examination. The letter will provide the director with the chief

'examiner's name, an outline of examination security expectations, a list of the materials required by the NRC to conduct the examination, and it will reconfirm the examination dates and the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. Dell McNeil of my staff at 630-829-9737.

NRC Regulatory Issue Summary 2009-1 1, "Preparation and Scheduling of Operator Licensing Examinations," dated July 16, 2009 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 201 0 through 201 3, and the number of candidates requiring Generic Fundamentals Examinations (GFEs) for calendar years 2010 and 201 1. Attachments 1 through 10 provide responses to RIS 2009-1 1 for the Exelon Generation Company, LLC (EGC) plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

In calendar year 2010, eight candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment 6. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual-site examination that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on for LGS. Attachment 8 for PBAPS references Attachment 6 where appropriate.

Dear Mr. Pardee:

In a letter dated July 22, 2008, (RS-08-092) your staff responded to Regulatory Issue Summary 2008-1 6 and requested we schedule initial license operator examinations for the Exelon Nuclear Plants. In a separate letter dated July 11, 2008, (KKM-08-001) the Quad Cities Nuclear Power Station Training Manager requested a change to the start date of the Stations 2009 examination. This letter confirms scheduling of the requested examinations at the Region Ill power plants and the change requested for the Quad Cities Nuclear Power Station 2009 examination. We have tentatively scheduled the requested examinations to occur as follows:

On-site validation of the examinations is tentatively scheduled to occur approximately three weeks before each scheduled examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you and the affected stations training department immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the proposed examinations unless we discover it is necessary for the NRC to develop an examination. Because the examinations have greater than nine anticipated applicants, each examination is scheduled for two weeks. Please inform us if the number of candidates declines below ten for any examination as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover a need to change any of the dates of the scheduled examinations.

A supplementary letter will be sent to each station's training department director approximately 120 days prior to the initial examination. The letter will provide the director with the chief examiner's name, an outline of examination security expectations, a list of the materials required by the NRC to conduct the examination, and it will reconfirm the examination dates and the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. Dell McNeil of my staff at 630-829-9737.

NRC Regulatory Issue Summary 2008-1 6, Preparation and Scheduling of Operator Licensing Examinations, dated June 27, 2008 The referenced Regulatory Issue Summary requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2009 through 2012, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2009 and 201 0.

Attachments 1 through 10 provide responses for the Exelon Generation Company, LLC and AmerGen Energy Company, LLC plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

In calendar year 2009, six candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment 8. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual-site examination that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on for PBAPS. Attachment 6 for LGS references Attachment 8 where appropriate.

CONFIRMATION OF REQUESTED INITIAL OPERATOR LICENSE EXAMINATIONS: BYRON STATION

Dear Mr. Pardee:

In a letter dated February 23,2008 (BYRON 2008-0018), a request was made that we change the date for a scheduled initial license operator examination for the Byron Station. This letter confirms the requested examination date change for the Byron Station. The letter requested we reschedule the examination scheduled for June 20, 2010, to September 6, 2010, with an alternate date of October 18, 2010. We regret that we are unable to provide the examination on the primary date requested because of heavy examination schedules at other facilities.

However, in a telephone conversation bebeen Mr. D. McNeil of my staff and Mr. G. Smith, Initial License Training Supervisor, Byron Station, on March 11, 2008, a mutually acceptable examination date of September 27,2010, was agreed upon.

On-site validation of the examinations is tentatively scheduled to occur during the week of September 6, 2010. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you and the Byron Stations training department immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the proposed written examination and operating test.

The examination will be scheduled for 2 weeks as a class size of more than ten candidates is anticipated. Please inform us if the number of candidates declines below ten as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover a need to change the date of this examination.

A supplementary letter will be sent to the Byron Stations training department approximately 120 days prior to the initial examination. The letter will provide the station with the chief examiners name, an outline of examination security expectations, a list of the materials required by the NRC to conduct the examination, and it will reconfirm the examination dates and the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. Dell McNeil of my staff at 630-829-9737.

NRC Regulatory Issue Summary 2007-1 7, Preparation and Scheduling of Operator Licensing Examinations, dated July 12, 2007 The referenced Regulatory Issue Summary (RE) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates to be tested in operator licensing examinations and the Generic Fundamentals Examinations (GFEs) for calendar years 2008 through 201 1. Attachments 1 through 10 provide responses to RIS 2007-17 for the Exelon Generation Company, LLC (EGC) and AmerGen Energy Company, LLC (AmerGen) plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

In calendar year 2009, 6 candidates are expected to take the dual site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment 8. The schedule for the indicated examination is as follows: the written examination and part of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual site examination that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on Attachment 8 for PBAPS. Attachment 6 for LGS references Attachment 8 where necessary.
