OF MARCH 31,2011, PRE-LICENSING MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY ON RESPONSES TO THE U.S. NUCLEAR REGULATORY COMMISSION STAFF'S QUESTIONS FROM THE PREVIOUS PUBLIC MEETING ON JANUARY 26,2011 (TAC NOS. ME5033 AND ME5034) On March 31, 2011, the U.S. Nuclear Regulatory Commission (NRC) staff, as noticed in letter dated March 18, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110760112), conducted a Category 1 pre-licensing public meeting with representatives of Pacific Gas and Electric (PG&E) Company, licensee for Diablo Canyon Power Plant (DCPP), Units 1 and 2, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's responses to the NRC staff's questions from the previous public meeting on January 26, 2011, as noticed and summarized in the ADAMS Accession Nos. ML110120564 and ML110420183, respectively. This previous meeting discussed the licensee's plans to submit an amendment request to incorporate a methodology for the review of new geotechnical information in the design and licensing basis for DCPP, Units 1 and 2. A list of attendees is provided in the Enclosure and a transcript of this meeting is provided in ADAMS Accession No. ML111020379. The licensee answered the agenda items addressing the NRC staff's questions from the January 26, 2011, public meeting utilizing the figures in ADAMS Accession Nos. ML110910132, ML110910146, and ML110910157. The licensee first discussed the entry conditions for the use of the Long Term Seismic Program (LTSP) flowchart and for what purposes this flowchart will specifically be used. This discussion included the licensee's historical perspective for the genesis of the LTSP in terms of License Condition 2.C.(7) and Supplemental Safety Evaluation Report (SSER) 34. The licensee then provided an overview of how and to the applicable standard that each flowchart step will be performed for its updated L TSP evaluation flowchart, "DCPP Long Term Seismic Program Update, Evaluation of Updated Seismic Hazard Information," draft dated March 29, 2011 (ADAMS Accession No. ML110910132). Following the licensee's review of the L TSP evaluation flowchart, the NRC staff asked questions regarding how the word "significant" will be defined in terms of new seismic hazard information, the basis for the numeric value the licensee proposed for the minimum deterministic seismic margin, and the basis for the removal of a seismic core damage frequency value from the flowchart presented at the January 26, 2011, meeting. The staff emphasized that seismic margin values approved previously do not necessarily reflect what the staff would approve today, and staff approval would be dependent on the quality and content of the submittal. Following the NRC staffs questions, the licensee described that "significant" is a judgment decision by the PG&E Geosciences Department, and then reviewed the relationship between the Deterministic Ground Motion Response Spectrum (DGMRS), the High Confidence Low
- 2 Probability of Failure (HCLPF) Capacities, the L TSP response spectra, and the current design and licensing basis. For the remainder of the agenda items, the discussion between the licensee and the NRC staff focused on questions regarding the relationship between the L TSP evaluation methodology and its accompanying L TSP analysis flowchart with the current design and licensing basis as defined in DCPP's Updated Final Safety Analysis Report (UFSAR) in terms of the three design basis earthquakes, namely the Design Earthquake (DE), the Double Design Earthquake (DDE), and the Hosgri Earthquake (HE). The staff questioned why the DE and DDE are not discussed in the L TSP analysis flowchart or in the deterministic and probabilistic hazard curves (ADAMS Accession Nos. ML110910146 and ML110910157, respectively). The licensee stated that it would be able to include the DE and DDE on the curves and flowchart for clarification as to their places in the process. The staff and the licensee discussed staff questions regarding the relationship between how new seismic hazard information (ground motion) will be analyzed against the equipment and plant engineering performance criteria contained within the UFSAR requirements for the DE, DDE, and HE in order to understand equipment operability (e.g., American Society of Mechanical Engineers Boiler and Pressure Vessel Code allowables for safety-related structures, systems, and components (SSCs)). Following the staff's questions, the licensee clarified that plant equipment installations and modifications are qualified per DE, DDE, and HE requirements for Seismic Category One equipment.
