SUIVIMARY OF DECEIVIBER 9, 2010, PRE-LICENSING IVIEETING WITH PACIFIC GAS AND ELECTRIC COMPANY ON PLANS TO SUBMIT A LICENSE AMENDMENT TO INCORPORATE MANAGEMENT OF NEW GEOTECHNICAL SEISIVIIC INFORMATION INTO ITS DESIGN AND LICENSING BASIS (TAC NOS. ME5033 AND ME5034)

On December 9,2010, the U. S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 pre-licensing public meeting with representatives of Pacific Gas and Electric Company, licensee for Diablo Canyon Power Plant, Units 1 and 2, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's plans to submit a license amendment to incorporate management of new geotechnical seismic information into its design and licensing basis at its Diablo Canyon Power Plant, Units 1 and 2. A list of attendees is enclosed.

The licensee presented information in a briefing entitled, "Seismic Geotechnical Insights,"

(Agencywide Documents Access and Management System (ADAMS) Accession No. ML103440081). The licensee also discussed its seismic safety licensing history leading to the Long Term Seismic Program (LTSP) and the elements of the LTSP. The licensee reviewed the implementation, seismic analysis results, and licensing basis commitments related to the LTSP and the relationship of LTSP with Generic Issue 199. The licensee discussed its technical evaluation of the Shoreline fault in terms of its LTSP analysis method and the resulting LTSP ground motion levels with the inclusion of initial probabilistic analysis in terms of seismic risk.

Lastly, the licensee reviewed its proposed license amendment changes with a submittal schedule.

The NRC staff questioned how the LTSP was utilized to evaluate the Shoreline fault in terms of the presented graphs and the LTSP's relationship to current design and licensing basis. The NRC staff further questioned how new seismic discoveries will be evaluated via LTSP, the deterministic and/or probabilistic aspects of that evaluation, and the minimum threshold values for seismic safety and their basis. Lastly, the NRC staff discussed questions regarding the content of the proposed license amendment, the submittal schedule, and the potential desire of the licensee to be a pilot plant.

In response to the questions, the licensee p'rovided additionai details of its Shoreline fault analysis The licensee expressed its intention to present further detail regarding the LTSP evaluation method, more specific threshold values with basis, and amendment content and scheduling specifics in a future meeting or in its license amendment request submittal.
