ML110120564 and ML110420183), related to the licensee's plans to submit an amendment to incorporate a methodology for the review of new geotechnical information in the design and licensing basis for Diablo Canyon Power Plant, Unit Nos. 1 and 2.
This is a Category 1 public meeting. The public is invited to observe this meeting and will have one or more opportunities to communicate with the NRC after the business portion, but before the meeting is adjourned.
Participants from the NRC include members of the Office of Nuclear Reactor Regulation (NRR), Office of Nuclear Regulatory Research, and Office of the General Counsel.

Pacific Gas and Electric Company's responses to NRC staff questions raised during the previous public meeting on January 26, 2011, including:
a)
Discussion of the entry conditions (criteria) for use of the Long Term Seismic Program (L TSP) flowchart and for what purposes this flowchart will specifically be used.
b)
Clarification of how the L TSP analysis flowchart wi" be utilized to qualify new plant equipment, perform plant modifications, perform condition evaluations, and/or evaluate non-conforming/degraded conditions with specific discussion on the L TSP analysis and licensing basis relationship to the existing design and licensing bases of the Operating Basis Earthquake (OBE) - DCPP Design Earthquake (DE), Safe Shutdown Earthquake (SSE) - DCPP Double Design Earthquake (DOE), Hosgri Earthquake (HE), and the regulations from Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Appendix A, General Design Criterion (GDC) 2, "Design bases for protection against natural phenomena," and 10 CFR Part 100, "Reactor site criteria."
c)
Clarification of how the results of an L TSP flowchart evaluation (either deterministic, probabilistic, or both) for LTSP evaluated ground motions specifically relate to the three licensed, associated, and existing seismic ground motion equipment performance criteria of the OBE-DE, SSE-DOE, HE, 10 CFR Part 50, Appendix A, GDC 2, and 10 CFR Part 100.
d)
Discussion on how L TSP analysis results will be used in conjunction with the OBE-DE, SSE-DOE, HE, 10 CFR Part 50, Appendix A, GDC 2, and 10 CFR Part 100 as the licensing basis for future licensing actions.
e)
Discussion of how the LTSP analysis flowchart will be utilized in the performance of future operability determinations to include specific discussions on the employment of each side of the L TSP analysis flowchart, Enclosure

For the Shoreline Fault and future unevaluated seismic ground motions, clarification of how the American Society of Mechanical Engineers Boiler and Pressure Vessel Code allowables for safety-related structures, systems, and components (SSCs) are being evaluated for exceedance for the OBE-DE, SSE DOE, and HE where the L TSP ground motion spectra is not immediately or only marginally bounding and safety-related SSCs are relevant in the applicable parameter range.
