Acceptance Review of Peach Bottom License Amendment Request Regarding TSTF-514, RCS Leakage Detection Instrumentation, TAC Nos. ME6008 &
ME6009 By letter dated April 6, 2011, Exelon Generation Company, LLC submitted a license amendment request (LAR) for Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, proposing to amend the PBAPS, Units 2 and 3, Technical Specifications to modify the Required Actions to be taken when the containment atmosphere gaseous radioactivity monitoring system is the only operable leakage detection instrument. The new Required Actions require additional, more frequent monitoring of other reactor coolant system leakage indications and provide for the restoration of another instrument to operable status. The LAR was submitted consistent with NRC-approved Technical Specifications Task Force Traveler 514 (TSTF-514).
The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed license amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the NRC staff to complete its technical review, you will be advised by separate correspondence.
