On March 23, 2010, Carolina Power & Light Company (CP&L) doing business as Progress Energy Carolinas, Inc. (PEC), submitted a License Amendment Request (LAR) to revise the Harris Nuclear Plant (HNP) Technical Specifications (TS) to add NRC-approved Topical Report (TR) EMF-2103(P)(A), Revision 0, "Realistic Large Break LOCA Methodology for Pressurized Water Reactors," to the COLR methodologies list. The addition of TR EMF-2103(P)(A),

Revision 0, approved by the NRC on April 9, 2003, would have allowed the use of the S-RELAP5 thermal-hydraulic analysis code methodology for Chapter 15 RLBLOCA in the HNP safety analyses.

Based on the complexity of the additional analyses needed to provide a complete response to the NRC's Request for Additional Information dated February 28, 2011 (ML110590620), CP&L has decided to withdraw the March 23, 2010, LAR adding TR EMF-2103(P)(A), Revision 0 to the HNP COLR methodologies list.

A new LAR will be submitted in 2011 upon completion of additional analyses.

In accordance with 10 CFR 50.91 (b), CP&L is providing the state of North Carolina with a copy of this letter.
