BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - MAKEUP AND PURIFICATION AND DECAY HEAT REMOVAL PUMP MOTORS WITH DAMAGED THERMOCOUPLE WIRING NCR'S 1087 AND 1101 - THIRD INTERIM REPORT On November 21, 1979, M. J. Gouge, NRC-OLE Region II, was informed that Nonconformance (NCR) 1087 was determined to be reportable in accordance with 10 CFR 50.55(e). Since that time, related NCR 1101 has been deter mined to be reportable in accordance with 10 CFR 50.55(e). This was followed by our interim reports dated December 21, 1979, and March 27, 1980. Enclosed is our third interim report. We expect to submit our next report by October 8, 1980.

ENCLOSURE BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 MAKEUP AND PURIFICATION AND DECAY HEAT REMOVAL PUMP MOTORS WITH DAMAGED THERMOCOUPLE WIRING NCR'S 1087 AND 1101 10 CFR 50.55(e)

THIRD INTERIM REPORT Description of Deficiency During an equipment inspection, the thermocouple wiring for the makeup and purification and the decay heat removal pump motors had indications of overheating. While the damaged thermocouple wiring in itself does not represent a significant safety problem, the damage could be an indication of more extensive damage to the motors.

Interim Progress One meeting has been held with B&W at the site to investigate the damage. A second meeting was held in Knoxville to discuss scheduling of repairs and testing of the pump motors. The following determinations were made as a result of the discussions between B&W, Westinghouse, and TVA.

1. The successful completion of the Westinghouse procedure entitled "Procedure for Inspecting and Testing Motors with Damaged Thermo couple Leads" will ensure that the motors are serviceable and warrantable.
2. The damage to the thermocouple leads is mechanical and was not caused by overheating.
3. Splicing is an acceptable means for repairing the damaged leads.
4. All parties agreed that the mechanical damage to the thermocouple leads most likely occurred at the Bellefonte construction site.

B&W has been requested to expedite the submittal of documentation for repair and testing of the pumps.
