By letter dated January 27, 2011, Carolina Power & Light Company the licensee for H. B.

Robinson Steam Electric Plant, Unit 2 (HBR-2) (dba, Progress Energy), submitted a proposed alternative to the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI inservice inspection (ISI) requirements regarding examination of certain reactor pressure vessel welds at HBR-2. The alternative asks the NRC to approve an ISI interval of 20 years for the inspection of specific reactor pressure vessel welds in accordance with the WCAP-16168-NP, Revision 2 report, Risk-Informed Extension of Reactor Vessel In-Service Inspection Interval, October 2007 (ADAMS Accession No. ML072920413).

In accordance with 10 CFR 50.55a(a)(3)(i) and the NRC safety evaluation approving the use of WCAP-16168-NP, Revision 2, the NRC staff needs the following information to complete the review:

1. Regarding observed indications from the most recent (3rd) inservice inspection (ISI) interval examinations as documented in Table 2 of Proposed Alternative on page 3 of the request dated January 27, 2011.
2. Clearly state the location and size of the one indication that was found in the reactor pressure vessel beltline area. Also, state whether this indication was observed in the 1st and/or 2nd ISI interval inspections.
3. State whether the size of the indication changed during the course of the three inspections, and if so, whether the size of the indication could be attributed to improved inspection procedures.
