By letter dated August 5, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102250056), Union Electric Company (the licensee) proposed changes to adopt the Nuclear Regulatory Commission (NRC)-approved TS Task Force (TSTF)-425, Revision 3, "Relocate Surveillance Frequencies to Licensee Control-RITSTF Initiative 5b." By email dated September 16, 2010 (ADAMS No.
ML102590588), the NRC provided its acceptance of this amendment request which will enable the NRC to complete its detailed technical review. By email dated December 17, 2010 (ADAMS No. ML103510674), the NRC staff requested additional information (RAI) to complete its review of the above license amendment request. In that request, the NRC staff established a response date of January 14, 2011 and later modified to February 25, 2011.
In response to our previous discussions as documented below and after discussions with the NRC technical review staff, your proposed modified response date of March 25, 2011 to respond to the RAIs in ADAMS No. ML103510674 is hereby approved.

Extension of RAI Response Date for LAR re Risk-informed TS Initiative 5b Jim Polickoski -
This e-mail is to document our discussions from last week and this morning (Tuesday, March 1) regarding an additional extension of the response due date for the subject NRC Request for Additional Information (RAI). As you know, the RAI concerns our license amendment request (LAR) to adopt NRC-approved Technical Specification Task Force (TSTF)-425, Revision 3,
Relocate Surveillance Frequencies to Licensee Control - RITSTF Initiative 5b, consistent with NEI 04-10. Our LAR was originally submitted via AmerenUE letter ULNRC-05725, Application for Technical Specification Change Regarding Risk-Informed Justification for the Relocation of Specific Surveillance Frequency Requirements to a Licensee Controlled Program (LDCN 10-0020), dated August 5. 2010.
The subject RAI was electronically received on December 17, 2010. Due to the number of questions/requests included in the RAI and in light of the resources required for preparing a response (but which were limited during the holiday season), the original due date for responding to the RAI was extended to February 25, 2010 (as acknowledged in your e-mail dated December 22, 2010). A draft response to the RAI was completed and provided to you in early to mid February, which was then discussed during a telephone call between Callaway representatives and you and the NRC staff reviewer (Andrew Howe) on February 17, 2011. It was discussed during the call that the approach taken to answering the RAI questions/requests in our draft response was for the most part based on making commitments contingent on completing Model 5 of the Callaway PRA. This approach was determined to be unacceptable. In lieu of that approach, an approach that appeared to be acceptable would be to respond to the RAI questions in terms of the existing PRA model, assuming sufficient rigor could be applied to the responses (in terms of sensitivity studies, etc.). Having discussed this with our PRA contractor subsequent to the February 17, 2011 telephone call, it appears that we (the licensee) can and will respond in that way.
Last week and this morning, I discussed with you the need for additional time to respond to the RAI in the manner that was decided upon. A new proposed RAI response date of March 25 (2011) was discussed, as you have also had some discussions about this with the NRC staff. Per this e-mail, therefore, we (the licensee) are requesting your approval to submit the subject RAI response on or by March 25, 2011. It is anticipated that you will respond via e-mail regarding the acceptability of this new RAI response date.
