Request for Additional Information on License Amendment Request (LAR)

Re.: Extension of Completion Times for One inoperable RCS Cooling Loop (Question number 2 in RAI email dated December 29, 2010 is revised in this RAI)

TAC Nos.: ME4563 SUNSI Review Done: Yes. Publicly Available, Normal Release, Non-sensitive, From: N. Kalyanam To: David Bice/Robert Clark DBice/RClark, As a result of an internal meeting between the various Technical Branches involved in the review of the subject LAR, additional questions contained in this RAI have come up.

Please review these questions and let me know if Entergy needs to have a conference call with the reviewer(s) to get any clarification.

Your response to these questions are requested in 60 days from the receipt of this e-mail. Please call me if you have any questions.

Kalyanam Additional RAI for the Review of the ANO-1 TS Changes under TAC No. ME4563

1. As stated in TSs 3.4.7, 3.4.8, and 3.9.5, Note 2 allows one decay heat removal (DHR) loop to be inoperable for a period up to 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
provided that the other loop is operable and in operation. Its associated TS Bases clarify that Note 2 permits periodic

surveillance tests to be performed on the inoperable loop during the only time when such testing is safe and possible.

Specify the required surveillance tests (STs) that need to be periodically performed on the inoperable DHR loop with the completion time greater than 2-hours. For these required tests, identify the completion times with a discussion of operating experience to support them. Specify the Mode of operation [i.e., Mode 5 with loops filled (TS 3.4.7),

Mode 5 with loops not filled (TS 3.4.8), or Mode 6 with low water level (TS 3.9.5)] during which the required STs are to be performed, and provide justification for conducting the test in the specific mode of operation for each of the required STs. Also, explain, how these required STs were performed during previous fuel cycles in meeting the limit of 2-hour completion time required in the current TS.

2. Provide the results of the calculated time-to-boil in terms of the initial RCS temperature, initial decay heat value, initial RCS level, as well as the status of the RCS (open to atmosphere or intact) for applicable Mode 5 with loops filled, Mode 5 with loops not filled, and Mode 6 with low water level. The requested information should include the plant parameters considered in the calculations, discuss the bases used to select the numerical parameters and demonstrate that the numerical values with consideration of the uncertainties and fluctuations around the nominal values are conservative, resulting in minimum times to boil.
