U.S. GEOLOGICAL SURVEY - RESPONSE TO U.S.G.S LETTER - REQUEST FOR ADDITIONAL INFORMATION ON THE LICENSE RENEWAL REVIEW (TAC NO. ME1593)

Dear Ms. Adrian:

The U.S. Nuclear Regulatory Commission (NRC) is continuing its review of your application for the renewal of Facility Operating License No. R-113 for the U.S. Geological Survey TRIGA Reactor (GSTR), dated January 5, 2009, (a redacted version of the safety analysis report is available on the NRCs public Web site at www.nrc.gov under Agencywide Documents Access and Management System (ADAMS) Accession No. ML092120136). By letter dated September 29, 2010, we sent you a request for additional information (RAI) (ADAMS Accession No. ML102510077). You responded in a letter dated November 24, 2010 (ADAMS Accession No. ML103340090) requesting a 12-month extension for those RAIs involving complex computer analysis of the GSTR.

In order for the NRC to review and approve your request, please provide: 1) a list of those RAIs needing outside assistance including a justification or basis and a schedule of when the NRC may expect response; and, 2) a list of those RAIs which can be answered internally by your staff including a schedule of when the NRC may expect you response. We note you have already provided responses to RAIs 4, 5.1, 5.2, and 19.1-4 in the above letter. Finally, the response to RAI 13 does not involve computer analysis and should be able to be provided by your staff. We would like this response as soon as possible so we can continue with our environmental review.

Please provide this information within 30 days after the date of this letter. In accordance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.30(b), you must execute your response in a signed original document under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4, Written Communications. Information included in your response that is considered security, sensitive, or proprietary, that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding.
