American Society of Mechanical Engineers,Section XI Inservice Inspection Program for the Unit 3 Third Ten-Year Inspection Interval, Request for Relief 3-ISI-25 In accordance with 10 CFR 50.55a(g)(5)(iii), the Tennessee Valley Authority (TVA) is requesting relief from weld examination coverage requirements specified in American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, 2001 Edition, 2003 Addenda as amended by 10 CFR 50.55a(b)(2)(xv)(A)(2), for seven full penetration welds due to access limitations caused by design. This relief is requested for the Browns Ferry Nuclear Plant (BFN) Unit 3 Third Ten-Year Inspection Interval which began November 19, 2005, and ends November 18, 2015.

Specifically, this request for relief addresses three Residual Heat Removal System full penetration piping welds, two Reactor Water Cleanup (RWCU) System full penetration piping welds and two High Pressure Coolant Injection System full penetration piping welds.

Ultrasonic examinations were performed on the accessible areas of these welds to the maximum extent practical for the design configuration of the welds.

The enclosure to this letter contains BFN Unit 3, Request for Relief 3-ISI-25, for NRC review and approval.

U.S. Nuclear Regulatory Commission Page 2 January 21, 2011 This request for relief is consistent with BFN Unit 3 Request for Relief 3-ISI-22 submitted by TVA letter dated August 24, 2007. The NRC approved this request by letter dated May 20, 2008.

By letter dated July 7, 2009, which provided the Unit 3 Outage Summary Report for Cycle 14 operation, TVA stated its plans to submit this relief request by January-20, 2011. Due to an administrative error this relief request is being submitted on January 21, 2011.

Enclosure Tennessee Valley Authority Browns Ferry Nuclear Plant Unit 3 American Society of Mechanical Engineers,Section XI Inservice Inspection Program, Third Ten-Year Inspection Interval Request for Relief 3-ISI-25 Executive Summary: In accordance with 10 CFR 50.55a(g)(5)(iii), the Tennessee Valley Authority (TVA) is requesting relief from weld examination coverage requirements specified in the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, 2001 Edition, 2003 Addenda as amended by 10 CFR 50.55a(b)(2)(xv)(A)(2), for seven full penetration austenitic stainless piping welds due to access limitations caused by design.

Ultrasonic examinations were performed on the subject welds to the maximum extent practical due to the configuration using the latest ultrasonic techniques, procedures, equipment, and personnel qualified to the requirements of the Performance Demonstration Initiative (PDI) Program in accordance with 10 CFR 50.55a(g)(4) and 10 CFR 50.55a(g)(6)(ii)(C). 10 CFR 50.55a(b)(2)(xv)(A)(2) states, "Where examination from both sides is not possible on austenitic welds, full coverage credit from a single side may be claimed only after completing a successful single sided Appendix VIII demonstration using flaws on the opposite side of the weld." There is currently no single sided Appendix VIII Program for austenitic stainless welds. Credit for the one-sided only ultrasonic examination provides coverages ranging from 30.5% to 72.9%.

This relief is requested for the Browns Ferry Nuclear Plant (BFN) Unit 3 Third Ten-Year Inspection Interval which began November 19, 2005, and ends November 18, 2015.

Unit: Browns Ferry Nuclear Plant, Unit 3 ASME Code Components Affected: Seven (7) Full penetration Piping Welds (3) Residual Heat Removal (RHR) System full penetration piping welds, (2) Reactor Water Cleanup (RWCU) System full penetration piping welds, and (2) High Pressure Coolant Injection (HPCI) System full penetration piping welds.

ASME Code Class: ASME Code Class 1 Section Xl Edition: 2001 Edition, 2003 Addenda. Additionally, for ultrasonic examinations,Section XI, Appendix VIII, "Performance Demonstration for Ultrasonic Examination System,"

of the 2001 Edition.

Code Examination Category: R-A, Risk-Informed Piping Examinations and B-J, Pressure Retaining Welds in Piping Code Examination Item Number: R1.16, Elements Subject to Intergranular Stress Corrosion Cracking (IGSCC) and Item B9. 11, Circumferential Welds Code Requirement: Code Case N-577, N-577-2500, Table 1 Examination Category R1.16, requires volumetric examination of 100 percent of the weld and adjacent base material as depicted in Figure IWB-2500-8(c); and Table IWB-2500-1 requires volumetric examination of essentially 100 percent of the weld length.

List of Components Associated with this Request for Relief:

For RWCU System weld RWCU-3-001-071 (U3C13, Pre-Service Inspection), only 69% coverage can be claimed. The weld joint is configured as a Pipe to Valve and prevents access to both sides of the weld. Single sided access does not allow for claimed coverage on the far side of the joint as stated in the qualified procedure (reference: PDI-UT-2, Revision C, paragraph 1.8b).

For RWCU System weld RWCU-3-001-070 (U3C13, Pre-Service Inspection), only 30.5% coverage can be claimed. The weld joint is configured as a Sweep-O-let to Valve and prevents access to both sides of the weld. Single sided access does not allow for claimed coverage on the far side of the joint as stated in the qualified procedure (reference: PDI-UT-2, Revision C, paragraph 1.8b). The weld width and joint configuration contributed to reduced coverage in both the Axial and Circumferential scan directions.

For RHR System welds DRHR-3-03 and DRHR-3-12 (U3C 13), only 62.5% coverage can be claimed for each weld. The reduced coverage is atteibuted to joint geometry.

The joint configuration is penetration Flued Head to Valve. The contour and width of the joint prevented full coverage in both Axial and Circumferential scan directions.

For RHR System weld DRHR-3-21 (examined U3C14), only 53.75% coverage can be claimed. The weld joint is configured as Elbow to Valve. The valve and joint geometry prevent using a bi-directional coverage technique due to inside and outside diameter (ID/OD) non-parallel surfaces (reference: PDI procedure PDI-UT-2, Revision C, paragraph 18b). Additionally, there is no Appendix VIII Program for cast austenitic piping welds.

For HPCI System weld HPCI-3-002-002 (U3C13, Pre-Service Inspection), only 63.5% coverage can be claimed. The weld joint is configured as Pipe to Valve. The valve and joint geometry prevent using a bi-directional coverage technique due to inside and outside diameter (ID/OD) non-parallel surfaces (reference: PDI procedure PDI-UT-1, Revision D, paragraph 6.1.2).

For HPCI System weld HPCI-3-002-003 (U3C13, Pre-Service Inspection), only 72.9% coverage can be claimed. The weld joint is configured as Pipe to Valve. The valve and joint geometry prevent using a bi-directional coverage technique due to inside and outside diameter (ID/OD) non-parallel surfaces (reference: PDI procedure PDI-UT-1, Revision D, paragraph 6.1.2).

Reason for Request: The design configurations of the listed welds preclude a UT examination of essentially 100 percent of the required volume. It is not possible to perform the volumetric ultrasonic examination from both sides of each weld due to the configuration of these components. 10 CFR 50.55a(b)(2)(xv)(A)(2) states, "Where examination from both sides is not possible on austenitic welds or dissimilar metal welds, full coverage credit from a single side may be claimed only after completing a successful single-sided Appendix VIII demonstration using flaws on the opposite side of the weld." The component design configuration limits UT examination coverage of the welds to the percentages shown in Table 1. Therefore, only the stated coverages ranging from 30.5% to 72.9% can be claimed for these welds.

Proposed Alternative and Basis for Use: None. In lieu of the ASME Section Xl Code required essentially 100 percent volumetric ultrasonic examination, TVA proposes credit for ultrasonic examination of accessible areas to the maximum extent practical for the component design configuration of the aforementioned piping welds.

Basis For Relief:

The welds were examined with the latest ultrasonic techniques, procedures, equipment, and personnel qualified to the requirements of the Performance Demonstration Initiative (PDI)

Program, in accordance with the requirements of the 2001 Edition, 2003 Addenda, as amended by 10 CFR 50.55a(b)(2)(xv)(A) and 10 CFR 50.55a(b)(2)(xxiv), of ASME Section X1, Division 1, Appendix VIII as mandated by 10 CFR50.55a(g)(4). These examinations were of the accessible areas to the maximum extent practical due to the design configuration of the weld joints.

10 CFR 50.55a(b)(2)(xv)(A)(2) states, 'Where examination from both sides is not possible on austenitic welds or dissimilar metal welds, full coverage credit from a single side may be claimed only after completing a successful single-sided Appendix VIII demonstration using flaws on the opposite side of the weld."

Credit for the one-sided only ultrasonic examination provides coverages ranging from 30.5% to 72.9%. These examinations provide an acceptable level of quality and safety because the information and data obtained provides sufficient information to judge the overall integrity of the piping welds.

Therefore pursuant to 10 CFR 50.55a(g)(5)(iii), TVA requests that relief be granted for the BFN Unit 3 third Ten-Year ISI inspection interval.

Implementation Schedule:

This request for relief is applicable to the third Ten-Year ISI inspection interval for BFN Unit 3 which began on November 19, 2005, and will end on November 18, 2015. The welds described above are listed in Table 1 of this enclosure. The welds were examined during the first period (Cycle 13 - Spring 2008) and the second period (Cycle 14 - Spring 2010) of the third Ten-Year inspection interval.

Precedent:

This request for relief is similar to, and consistent with, BFN Unit 3 request for relief 3-ISI-22 submitted by TVA letter datedýAugust 24, 2007. The NRC approved this request by letter dated May 20, 2008 [ML080080524].

The examination was perfbrmed using ASME Section Xl, Appendix VII and Appendix VIII personnel, equipment and techniques as amended by the IOCFR50.55a Final Rule The joint configuration is a valve to flued head full pen butt weld.

0 The examination was pertormed using TVA Procedure N-UT-64 which implements PDI Procedure PDI-UJT-2 for Austenitic pipe welds The weld was examined using 45 degree shear wave for axial and circumferential scan directions. 60 and 70 degree shear waves were also used for scans in the axial direction.

This exam meets the requirements of NUREG 0313 and ASME Section Xl 2001 edition, 2003 Addenda, Category R-A, item R I.16G, EXREQ B02-02 The examrination was performed using ASME Section X1, Appendix V11 and Appendix VIII personnel, equipment and techniques as amended by the IOCFR5O.55a Final Rule The joint configuration is a valve to flued head full pen butt weld.

The examination was pertbrmed using TVA Procedure N-UT-64 which implements PDI Procedure PDI-UT-2 For Austenitic pipe welds.

The weld was examined using 45 degree shear wave for axial and circumferential scan directions. 60 and 70 degree shear waves were also used for scans in the axial direction.

The joint configuration is a C/S Pipe to Valve weld, 10 " diameter, Schedule S0, single sided access. A 45 Degree 2.25 MHZ Shear Wave, a 60 Degree 2.25 Shear Wave, and a 70 Degree 2.25 MHZ Shear Wave 1/2 VEE was used for the examination for scan directions 3, 5, and 6. Scan #4 was not performed due to joint configuration.

The exam was performed wih equipment, procedures, and personnel qualified in accordance with ASME Section XI, Appendix VII & VIII as amended by the final rule.

Limitations were encountered on exam coverage due to weld joint configuration. Total ASME Section XI Fig. TWB-2500-8 coverage achieved was 63.5%. Refer to attached data for coverage calculations. Applied ASME Section Xl, cat R-A, item R1. 11 exam volume.

Gedmetrical indications were recorded. See Indication Summary Sheet attached to report. Theindications documented are acceptable.

A 450 2.25 MHz Shear Wave, a 600 2.25 MHz Shear Wave, and a 700 2.25 MHz Shear Wave 1/2 Vee was used for the examination for scan directions 4, 5, and 6.

Scan #3 was not performed due to joint configuration. /

The examination was performed from the pipe side of the weld, and scanning across the weld. Maintained a 5%-20% ID Roll.

This examination satisfies the requirements of ASME Section XI, Category B-J, Item B9. 11, EXREG P03-03

This Exam was performed to PDI procedure PDI-UT-1 rev D, as implemented Through TVA / ISO NDE procedure N-UT-76 rev 7.

This exam was performed with equipment, procedures, and personnel qualified In accordance with ASME Section XI, Appendix VII & VIII as amended by the final rule..t Limitations were encountered on exam coverage due to weld joint configuration.

Total ASME Section XI, Fig. IWB-2500-8. Coverage Achieved was 72.9%

This report contains the data associated with the manual ultrasonic examination weld DRHR3-21.

The exam was performed to meet the requirements of NU0313, EXREQ B02-02 Category C and ASME Section XI 2001 Edition 2003 Addenda, Category R-A, Item RI. 16C.

This exam was performed using equipment, procedures and personnel qualified in accordance with ASME Section XI, Appendix VIII as amended by I OCFR50.55a final rule.

This exam was performed using TVA Nuclear Procedure N-UT-64 Rev. 11 which incorporates PDI-UT 2 Rev C Addenda No. 1,2, and 3, for UT examination Austenitic Welds..

The component was a single sided stainless steel piping weld, 20 inch diameter schedule 80 1.031" nominal Elbow to Valve weld, which limited the upstream scan due to configuration.

A 450 Shear and a 600 RI. was used for the axial scans and a 45' Shear for cire scans.
