Acceptance Review for TACs ME4883, ME4884 and ME4885 - Hope Creek and Salem 1 and 2 - Emergency Action Level Changes
- Jeff, By letter dated October 14, 2010, PSEG Nuclear LLC (PSEG) requested approval of revised emergency action levels (EALs) for use at Hope Creek Generating Station (HCGS) and Salem Nuclear Generating Station, Unit Nos. 1 and 2 (Salem). The proposed EAL scheme is based on Nuclear Energy Institute (NEI) 99-01, Revision 5, Methodology for Development of Emergency Action Levels, which was endorsed for use by the Nuclear Regulatory Commission (NRC) staff by letter dated February 22, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML080430552). PSEGs letter stated that the current HCGS and Salem EAL scheme is based on NUMARC/NESP-007.
The purpose of this e-mail is to provide the results of the NRC staff=s acceptance review of this request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review.
The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Paragraph IV.B(1) of Appendix E to Part 50 of Title 10 of the Code of Federal Regulations (10 CFR), prior NRC approval is required if a licensee is changing from one EAL scheme to another EAL scheme. The licensee is required to submit each request for NRC approval of the proposed EAL change as specified in 10 CFR 50.4(b)(5).
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of the applicable regulatory requirements. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
