OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Schimmel:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Prairie Island Nuclear Generating Plant.

The U. S.Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. James Sternisha, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-I 021, Operator Licensing Examination Standards for Power Reactors, one day during the week of March 22, 2010. The NRC staff will administer the operating tests during the weeks of March 15 and 22,2010. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I concluded that the examination meets the guidelines of NUREG-I 021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-I021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact your Chief Examiner, Mr. Charles Zoia at 630-829-9863, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

PRAIRIE ISLAND NUCLEAR GENERATING PLANT

Dear Mr. Schimmel:

In a letter dated August 18, 2009 (L-XE-09-010 , Xcel Energy requested the NRC schedule initial operator license examinations in d May 2012 for the Prairie Island Nuclear Generating Plant (PINGP). We have scheduled an initial license operator examination to start on March 15,2010, at PINGP. We have scheduled an examination to begin on May 14, 2012.

On-site validation of the examinations will occur approximately three weeks prior to the start of each examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more that nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates declines below ten for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiners name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 CONFIRMATION OF INITIAL LICENSE EXAMINATION

Dear Mr. Schimmel:

In a telephone conversation on October 19, 2009, between Mr. Charles Zoia, Operations Engineer, and Mr. Travis Ouret, General Supervisor Operations Training, arrangements were made for the administration of licensing examinations at the Prairie Island Nuclear Generating Plant during the weeks of March 15 and 22, 2010. In addition, the NRC will make an examination validation visit to your facility the week of February 22, 2010.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-I 021, Operator Licensing Examination Standards for Power Reactors. The NRCs regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by December 14, 2009. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by February 1, 2010.

Pursuant to Title IO, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55,.40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval.

All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

M. Schimmel Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),

and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

In reference 1, NMC submitted the planned initial license operator examination data through 2012 for the Prairie Island Nuclear Generating Plant (PINGP) as requested by NRC Regulatory Issue Summary (RIS) 2008-16, Preparation and Scheduling of Operator Licensing Examinations. In reference 2, the NRC scheduled initial license operator examinations to !;tart at PINGP the week of April 12, 2010, based on the proposed primary date requested in reference 1.

Northern States Power Company, a Minnesota Corporation (NSPM) is requesting moving the scheduled dates from the weeks of April 12, 2010 and April 19, 2010 to the weeks of March 15, 2010 and March 22, 2010, to align with the spring 2010 refueling outage start date. If the NRC is able to accommodate the new requested dates, the previously scheduled dates can be released.

On September 22, 2008, NMC transferred its operating authority to Northern States Power Company, a Minnesota Corporation (NSPM), doing business as Xcel Energy. By letter dated September 3, 2008, NSPM assumed responsibility for actions and commitments previously submitted by NMC.
