Dear Mr. Wadley:
By letter to the U.S. Nuclear Regulatory Commission (NRC) dated March 5, 2009 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML090641102), as supplemented by letter dated April 13,2009 (ADAMS Accession No. ML091040679), Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy, submitted a request for Technical Specification (TS) changes to revise TS 3.8.1, "AC Sources - Operating,"
SR 3.8.1.8 Frequency to allow the use of SR 3.0.2 interval extension (1.25 times the specified 24 month Frequency) for the Prairie Island Nuclear Generating Plant, Units 1 and 2.
The NRC staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. During a discussion with your staff on August 11, 2009, it was agreed that you would provide a response by September 25, 2009.
The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for staff review and contribute toward the NRC's goal of efficient and effective use of staff resources. REQUEST FOR ADDITIONAL INFORMATION PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 DOCKET NOS. 50-282 AND 50-306 In reviewing the Northern States Power Company - Minnesota (doing business as Xcel Energy),
submittal, dated March 5, 2009 (Agencywide Documents Access and Management System Accession No. ML090641102), as supplemented by letter dated April 13, 2009 (ADAMS Accession No. ML091040679), which requested technical specification (TS) changes to revise TS 3.8.1, "AC Sources - Operating," SR 3.8.1.8 Frequency to allow the use of the SR 3.0.2 interval extension (1.25 times the specified 24 month Frequency) for Prairie Island Nuclear Generating Plant, Units 1 and 2 (PINGP), the U.S. Nuclear Regulatory Commission (NRC) staff has determined that the following information is needed in order to complete its review:

According to SR 3.8.1.8.c of the PINGP TSs, the ground fault trip is not bypassed on an actual or simulated safety injection signal, in Unit 1 only. Explain the difference between Unit 1 and Unit 2 regarding this trip and provide the basis for not bypassing the ground fault trip for Unit 1.
- 2.
Submit for the NRC staff's review, the applicable portions of representative procedures for performing SR 3.8.1.8 and relevant representative drawings showing the relays that provide the function to bypass the emergency diesel generator non-critical automatic trips on an actual or simulated safety injection signal. Also, discuss whether critical trips are tested as part of SR 3.8.1.8 or some other plant procedure.
