Possession Only License for the University of Arizona Research Reactor, Facility License No. R-52, Docket No. 50-113 This letter supplements our previous submission dated May 20, 2010, subsequently revised on August 13, 2010, and supplemented on September 21, 2010. Our requested License revision includes those changes and additional ones that are consistent with them, and which are listed here.

I refer to our License document, Docket No. 50-113, Amendment No 15, License No. R-52, dated May 22, 1990, together with subsequent Amendments up to Amendment No. 18. The paragraph numbers to which I refer below appear in those documents.

Para 2. B. (1) Delete the words "use, and operate" from the following: "Pursuant to Section 104c of the Act and 10 CFR 50 "Domestic Licensing of Production and Utilization Facilities," to possess the facility at the designated location in Tucson, Arizona, in accordance with the procedures and limitations set forth in this license."

Para 2. B. (2) In addition, and consistent with this, we request that you delete the word "use" from the following: "Pursuant to the Act and 10 CRT Part 70 ... to receive and possess up to 3.5 kilograms ... "

Para 2. C. (1) In the paragraph headed "Maximum Power Level", the amended license should state:

"The licensee is not authorized to operate the facility."

Para 2. C. (2) In the paragraph headed "Technical Specifications", reference should be made, instead of "Amendment No. 18", to our "Amendment No. 19", which we previously submitted to you on August 13, 2010, with further revision pages sent on September 21, 2010.

Para 2. C. (3) In the last sentence under the heading "Physical Security Plan" please change the references to the current regulation 10 CFR 2.390, instead of 10 CFR 2.790, and to our currently approved revision of our Physical Security Plan dated May, 2009, instead of December 8, 1989.

Para 2. D. The last sentence of the current license states "This license is effective as of the date of issuance and shall expire twenty years from its date of issuance." That period elapsed on May 22, 2010. Please state instead that: "The NRC will terminate this license when the decommissioning has been performed in accordance with the approved decommissioning plan and the terminal radiation survey and associated documentation demonstrate that the facility and site are suitable for release in accordance with the criteria for decommissioning in 10 CFR 20, Subpart E."
