Dear Linh,

This is to follow up on our telephone conversation of today.

You mentioned several revisions that you propose to make in the license in sections 2c1, 2c3 and 2d1. I agree that those are suitable.

You also mentioned changes needed in our revised Tech Specs, as follows.

3.1 (in response to Mr Isaac's concern that there is no basis stated)

The specification states that "the reactor shall not be operated." We had not realized that there is a need to state the basis for this. We propose to add:

"Basis The safety limit cannot be exceeded if the reactor is not operated."

4.1 (in response to Mr Isaac's concern about the basis) The basis statement was unchanged from our current Tech Specs. It says: "The most severe stresses induced in the fuel elements result from pulse operation with high reactivity input, during which differential expansion between the fuel and the cladding occurs and the pressure of the gases within the elements increases sharply.

The above limits on the allowable distortion of a fuel element correspond to strains that are considerably lower than the strain expected to cause rupture of a fuel element."

Because all operations, including pulsing, are suspended, we propose to delete the first sentense of the above, and retain the second.

4.5 (in response to Mr Isaac's concern about the unspecified "specified limits".

Note that this entire section is now moot, because it only applies "until all fuel is permanently removed.") We propose to revise specification 1 of 4.5 to read:

"1. The height of the bulk coolant water above the core structure shall

be measured at least monthly and verified to be not less than 14 feet."

Mr. Isaac is correct: we deleted in section 3.1 the following specification:

"The conductivity of the coolant water, averaged over 30 days, does not exceed 5 micromhos/cm."

We propose to revise specification 3 of 4.5 to read:

"3. The conductivity of the coolant water, averaged over 30 days, shall not exceed 5 micromhos/cm. The conductivity of bulk coolant water shall be verified at least monthly."

I think the bases stated in this section are adequate.

I hope that I correctly captured the concerns that you conveyed and that the above proposed revisions will meet them. If so, I can send you on Monday a complete revised document including the above changes.
