Dear Commissioners:

Subject:

Hope Creek Generating Station Docket No. 50-354 License Amendment Request H09-01 Supporting the Use of Cobalt-60 Isotope Test Assemblies (Isotope Generation Pilot Program)

PSEG Nuclear LLC submitted the proposed change to the Hope Creek Operating License by letter to the NRC dated December 21, 2009. The proposed change modifies License Condition 2.B.(6) and creates new License Conditions 1.J and 2.B.(7) as part of a pilot program to irradiate Cobalt (Co)-59 targets to produce Co-60 in the Hope Creek reactor during power operation.

In our letter to you,.dated April. 9, 2010, we committed to review the cycle specfic reload analyses when completed. We have reviewed the Supplemen tailReload Licensing Report for Hope Creek Cycle 17 that was submitted by PSEG Nuclear to the NRC in a letter dated August 3, 2010. As a result of this review.our only comment continues to be recommending that the following sentence be added to the proposed revision toTechnical Specification Section 5.3.1 for completeness: Details of the: GE14i assemblies are contained in NEDC-33529P, "Safety Analysis Report to Support Introduction of GE 14i Isotope Test Assemblies (ITAs) in Hope Creek Generating Station," Revision 0; dated December 2009.

If you need to discuss this subject further, please contact Elliot Rosenfeld at (609) 984-7548.
