Dear Mr. Burton:

By letter dated April 15, 2010 (Agencywide Documents Access and Management System Accession No. ML101170058), Carolina Power &Light Company (the licensee), now doing business as Progress Energy Carolinas, Inc., submitted a relief request for the Shearon Harris Nuclear Power Plant, Unit 1 (HNP).

The proposed Relief Request 13R-06 seeks approval to defer the code-required repair of a flaw in an American Society of Mechanical Engineers Code Class 3 piping socket weld in the HNP service water system. The relief request pertains to the third 10-year inspection interval at HNP.

The NRC staff has determined that it needs additional information in order to complete its review of this relief request. Please respond to the enclosed requests by October 1, 2010, in order to facilitate a timely completion of the staff review.

REQUEST FOR ADDITIONAL INFORMATION SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 RELIEF REQUEST 13R-06 TO DEFER AN ASME CODE REPAIR FOR CODE CLASS 3 PIPING IN THE SERVICE WATER SYSTEM DOCKET NO. 50-400 The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the information submitted by the licensee and, based on this review, determined the following information is required to complete the evaluation of the subject relief request:

1.

Please state the current operating temperature and pressure of service water in the subject pipe for which relief is requested.

2.

On page 7, Section 6.4, it is stated that "the maximum pipe stress ratio from Calculation 8050-79 at this location is 0.466." Please explain how 0.466 was obtained.

In addition, state the technical purpose behind it and how this value affects the American Society of Mechanical Engineers Code required flaw evaluation.

3.

In addition to the information requested above, please provide a detailed description of the input parameters, assumptions, and methodology used in Calculation 8050-79, such that the NRC staff can perform a comprehensive evaluation of this calculation.
